Background: <br /> <br />CASE <br /> <br />REQUEST FOR A CONDITIONAL USE PERMIT <br /> TO EXCEED SIGN SIZE RESTRICTIONS'; <br /> CASE OF BOB MULLER, RUM RIVER PLAZA <br /> By: Megan Wald, Associate Planner <br /> <br />The City received an application from Bob Muller requesting a 'conditional use Permit' to exceed' <br />sign size restrictions for' Rum River Plaza multi-tenant retail center located at 5923 - 167th <br />Avenue (located across from LeToumeaus SuperValu). <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Proposed sign plan <br />c) Proposed findings of fact <br />d) Proposed conditional use permit <br /> <br />Notification: <br /> <br />State statute requires notification of the public hearing to property owners within 350 feet of the <br />subject property. Staff notified property owners within 350 feet of the.subject property. <br /> <br />Observations: <br /> <br />In the commercial district, City Code restricts ground or freestanding signs to a size of I00 <br />square feet per side (200 square feet total surface area). Bob Muller owns Rum River Plaza, <br />which, is a multi-tenant retail center, that houses approximately 8~9 different businesses. The <br />property currently contains a 91 square foot per side freestanding pylon sign (for an aggregate <br />surface area of 182 square feet). <br /> <br />Bob Muller is requesting additional sign space of 45 square feet per side, in order to install a <br />reader board onto the existing pylon sign. The aggregate surface area of the proposed sign would <br />be 290 square feet. The applicant has stated the need for additional signage is to .provide <br />adequate advertising space for all tenants. The installation of the reader board will not cause the <br />sign to exceed the 25-foot sign height restriction established in City Code. <br /> <br />The City has, in the past, granted conditional use permits for larger signs than allowed under City <br />Ordinances (Ampride, Burger King, River Bend Plaza, Ramsey Town Square, and M&G <br />Leasing). <br /> <br />Recommendation: <br /> <br />The 100 square feet sign space per parcel may be inadequate for strip malls or multi-tenant <br />buildings. City Staff recommends approval of the request to exceed the sign size restriction. <br /> <br /> <br />
