The amendment proposes to change the land use from Farm Residential <br />with a land use designation from Low Density Urban Residential (up to 4 units per' acre)-to Medium <br />Density Urban Residential (up to 7 un/ts per acre). The comprehensiv_e plan amendment will ailow for a <br />townhouse development to be constructed. The site is 18.5 acres in size. Council staffb, as determined that <br />the proposed amendment has no potential impacts upon any of the Metropolitan System Plans. Therefore, <br />the city may place the amendment into effect immediately. The following advisory comments are <br />offered: <br /> <br />Adv~ory Comments <br /> <br />Section 1! A - Transportation <br /> <br />Tile plan information form states: "The amendment will allow for construction oftownhouSe units that <br />could contain units'serving the elderly population who may des/re the use of mass transit." The land use <br />plan map also shows a bus stop located within the development. It should be noted that Metro TranSit <br />does not currently serve the city of Ramsey, although the city may eventually receive bus service when <br />the regional transit service is expanded beyond the historic transit, taxing district. Whether or not bus <br />service could actually be routed through this development would depend on a number of factors including <br />connections to arterial roads. <br /> <br />Section II A further indicates that only 3-4 of the project's 34 additional trips would be in. the peak hour. <br />If they add an average of 1.5 residences per acre that equals 28 residences. There would surely be more <br />than 34 trips resulting from this development, and would probably be mostly in the peak hour. At a <br />minimum there would probably be 56 trips/day. This is a much different picture than what was shown. <br />Ever~een Point Townhomes project to have up to 113 townhome units. This is adjacent to the Sunflower <br />development and both would have transportation impacts. <br />A walkable design incorporating multi-modal transportation (pedestrian, bicycle, etc:) with safe and <br />convenient connections to any trails in the area would create a neighborhood atmosphere for the <br />development. <br /> <br />AREA CODE CHANGES TO 651 IN JULY, 1998 <br /> <br />230 East Fu't.h 5Lre~t St. Paul.
