<br /> <br />Mayor Heineman welcomed new City Engineer Hlel. <br /> <br />Mr. Hlel expressed his gratitude and excitement about his new role, emphasizing his <br />commitment to improving and maintaining the City's infrastructure. <br />3.02 Presentation of the 2025 Annual Comprehensive Financial Report by the City’s <br />Auditing Firm of LB Carlson <br /> <br />Mayor Heineman introduced Mr. Aaron Nielson from LB Carlson to present the 2025 Annual <br />Comprehensive Financial Report. <br /> <br />Mr. Nielson explained the audit process, including the issuance of an unmodified (clean) <br />opinion, and highlighted the City’s compliance with government auditing standards. He reported <br />no instance of noncompliance or material weaknesses for the year ending December 31, 2025. <br />He explained the general fund had favorable operating results, with revenues exceeding budget <br />and expenditures coming in under budget, meeting the fund balance policy goals. <br /> <br />4.
