<br />Councilmember Peters introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #26-115 <br /> <br />RESOLUTION APPROVING PARTIAL PAYMENT No. 1 TO NORTH VALLEY, INC. <br />FOR MSA BUNKER LAKE BOULEVARD RECONSTRUCTION, IMPROVEMENT <br />PROJECT #26-01 <br /> <br />WHEREAS, the City of Ramsey proposes to reconstruct Bunker Lake Boulevard between <br />Armstrong Boulevard and 600 feet west of Jackal Street in 2026 as identified within the 2026- <br />2035 10-Year Capital Improvement Program: and <br /> <br />WHEREAS, pursuant to Resolution #25-081, adopted April 22, 2025, the Ramsey City <br />Council accepted a proposal from Bolton & Menk, Inc. to prepare final plans and specifications <br />for MSA Bunker Lake Boulevard Reconstruction, Improvement Project #26-01 for the not-to- <br />exceed amount of $118,347.00; and <br /> <br />WHEREAS, pursuant to Ramsey City Council Resolution #26-008, adopted on January <br />13, 2026, the City Council approved final plans and specifications as prepared by Bolton & Menk, <br />Inc. and authorized advertisement for bids for the same improvements; and <br /> <br />WHEREAS, proposals were received for Construction Related Services from Bolton & <br />Menk for said improvements in the amount of $34,091.00; and <br /> <br />WHEREAS, pursuant to Ramsey City Council Resolution #26-050, adopted February 24, <br />2026, a contract was awarded to North Valley, Inc. of Nowthen, Minnesota, in the amount of <br />$1,066,382.87 for said improvements; and <br /> <br />WHEREAS, as of June 23, 2026 $0.00 has been paid to date; and <br /> <br /> WHEREAS, the Senior Engineering Technician has inspected the completed work and <br />recommends partial payment No. 1 to North Valley, Inc. of Nowthen, Minnesota, for improvement <br />project #26-01, MSA Bunker Lake Boulevard, in the amount of $704,515.53. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA: <br /> <br />1) The City Council hereby authorizes partial payment No. 1 to North Valley, Inc. of <br />Nowthen, Minnesota for Improvement Project #26-01, MSA Bunker Lake Boulevard in <br />the amount of $704,515.53. <br /> <br />2) The City Council hereby authorizes the Mayor and City Administrator to sign the release <br />form for this payment. <br /> <br />
