City Council Highlights <br />June 23, 2026 <br />Councilmembers in attendance were: Mayor Heineman, <br />Councilmembers Buscher, Peters, Riley, Specht, and <br />Stewart. Absent: Councilmember Olson <br />Consent Agenda <br />The City Council unanimously passed 14 Consent <br />Agenda items. <br />Public Hearing <br />This regular City Council meeting began with two Public <br />Hearings. <br />The first public hearing was to Approve 3.2 Malt Liquor <br />Off -Sale Liquor License for Kwik Trip, Inc, located at 8040 <br />Bunker Lake Blvd NW, Ramsey, MN 55303. A background <br />investigation has been completed and approved by the <br />Police Chief. City staff recommends approval ofa 3.2 Malt <br />Liquor Off -Sale Liquor License for Kwik Trip, Inc. Council <br />approved the Off -Sale Liquor License. <br />The second public hearing was to Adopt Resolution <br />#26-156 Approving Redevelopment Project Area and Plan. <br />This case concerns the Redevelopment Project Area and <br />Plan for the Anoka Ramsey Athletic Association (ARAA) <br />youth athletic facility, including future development <br />and redevelopment within a defined area. The ARAA <br />Project consists of the construction ofa 100,000-square- <br />foot indoor athletic facility. The facility is anticipated to <br />include turf, basketball courts and volleyball courts and to <br />accommodate other youth and adult sports as well. Council <br />approved the resolution. <br />Council Business included three cases. <br />The first case was to Adopt Resolution #26-155 <br />Approving Purchase Agreement, Right of Re -Entry <br />Agreement and Sale of Part of Outlot A, Java Auto Parts to <br />Harlow Beckett Enterprises LLC (Scooters Coffee). This <br />item concerns the sale of a city -owned parcel located on <br />the west side of Ramsey Boulevard, immediately south of <br />the Casey's gas station. The property is being purchased for <br />the development ofa Scooter's Coffee drive-thru location. <br />Council approved the purchase agreement. <br />The next case was to Adopt Resolution #26-143 <br />Accepting Bids and Awarding Contract for Carol - <br />Rose Acres & Sports Haven Street Reconstructions, <br />Improvement Project #26-03. This project proposes <br />reconstructing the streets within the Carol -Rose Acres <br />and Sports Haven subdivisions, generally located west of <br />Variolite Street, between 163rd Lane and 166th Avenue. <br />The streets were originally constructed in 1980 and received <br />an overlay in 1995. Council approved the resolution <br />awarding the contract to North Valley, Inc. <br />The final case was to Introduce Ordinance #26-09 <br />Amending City Code Section 106-354 (Private Trees in <br />New Development Areas). The purpose of this case is to <br />consider a draft Ordinance amending the tree preservation <br />standards. Language has been added to specify that <br />alternative methods for collecting significant tree data <br />may be approved by the Zoning Administrator upon <br />sufficient documentation. Both the EPB and the Planning <br />Commission reviewed the ordinance and unanimously <br />recommended approval.
