<br />Mr. Trudgeon explained this property is currently for sale and thus, the future status of both <br />current and prospective tenants, including RV World, Inc. is uncertain. Considering this, staff <br />has revised the proposed !UP to incorporate the provisions suggested by the Planning <br />Commission and recommends approving the request. <br /> <br />Councilmember Dehen asked if the RV storage is for an overabundance ofRVs or ifRV World <br />is storing other people's RVs for profit. <br /> <br />Mr. Trudgeon replied his understanding is the RVs are excess inventory and drawn down <br />throughout the year. Typically they have found by August almost all of the RVs are gone. It is <br />~ot a case where RV World is storii:1g property over a certain period of time for other people and <br />charging rent. <br /> <br />Councilmember Dehen questioned if not requiring the blacktopping would be sending the wrong <br />message that this particular entity is an exception to the requirements. <br /> <br />Mr. Trudgeon replied the back of the property does not have a prepared surface; anything would <br />be an improvement. The term of not requiring the blacktopping until October seems to be <br />reasonable given RV World will need to start storing on the site immediately, coupled with that <br />they will need to pave in the future. Staff is comfortable with this given that the surface will <br />eventually be paved in the second year. <br /> <br />Councilmember Dehen questioned ifRV World has an out to the paving being completed. <br /> <br />Community Development Director Trudgeon replied the business may be sold in six months and <br />the new owner may want to do something else with the building, so there is a real possibility R V <br />World may just go through one season and decide to move on or the new owner would not renew <br />the lease. It has been the concern of staff and the Planning Commission that to go along on <br />something without knowledge of what will happen is just speculation. In trying to find a way to <br />work with people, the compromise was to get R V World through the season, and if there is a <br />possibility ofRV World staying at the site they need to pave. <br /> <br />Mayor Gamec questioned if it would be difficult to deny the illP in the future if the terms are <br />being followed by RV World. <br /> <br />, Mr. Trudgeon replied there is no guarantee that the permit will be approved. A future interim <br />use permit would be a separate process given the situation at that time. <br /> <br />Councilmember Elvig stated the EDA has been working on buying properties in this area and in <br />the industrial park that are less than attractive, and to try to improve them to bring the land <br />values up. He is not sure this is the spot for this RV storage in the interior of their industrial area <br />and across the street from residential land on a very visible road. <br /> <br />Councilmember Look commented there might be an argument that could be made that this would <br />be an improvement to what is currently stored here. This is a short term proposal and they would <br />be helping a business out.
