<br />employ EcoCheck to monitor operations, septic tanks, and water quality and functionality. The <br />City will require a copy of a utility operating agreement between EcoCheck and the developer to <br />ensure the consistent maintenance and monitoring of the system. Mr. Trudgeon indicated there <br />was also an issue regarding the sprinkling system. The applicant has met with the Fire <br />Department several times and submitted a plan that shows to be, adequate for what is being <br />proposed. There was also the issue of the road extension to Alpine Drive. The fmal plat now <br />indicates the platting and construction of 156th Avenue to Alpine Drive that will serve the <br />proposed development. Mr. Trudgeon advised staff recommends approval of the fInal plat and <br />site plan contingent upon compliance with the City Staff Review Letter specifIcally addressing <br />the items included in the staff report. <br /> <br />Mr. Mike Walz, General Contractor representing Northfork OffIce Condos, stated the fourth <br />bullet point under Drainage and Grading in the Staff Review Letter requires a sidewalk to be <br />installed along 156th Avenue from Alpine Drive to the west line of the plat. This requirement <br />had never been discussed previously, and was just brought to his attention seven days ago. He <br />stated this requirement would add about $8,000 to the project cost and he requests that it be <br />removed. <br /> <br />Mayor Gamec asked if the proposed sidewalk will connect to another area. <br /> <br />Mr. Walz stated there is currently no sidewalk along Alpine Drive and he fInds this sidewalk <br />pointless. <br /> <br />Councilmember Elvig' indicated the Economic Development Authority has had discussions <br />regarding trails being included in industrial parks. He noted his building in the City of Anoka is <br />required to have a sidewalk and it is an amenity, but it is in a larger space than this development. <br />It has been the City's intention to have connecting trails; he could advocate for a trail here, but <br />does not understand the purpose for a sidewalk. - <br /> <br />Mayor Gamec suggested requiring an easement to be provided for a future trail. <br /> <br />Community Development Director Trudgeon explained it was staff's perception that the <br />connection of trails needs to start at some point. He agrees at this point this sidewalk would not <br />go anywhere, but the first trails built in the City did not go anywhere either. He stands behind <br />the recommendation, but it is the Council's decision to make. The sidewalk is being proposed <br />along the north side of 156th Avenue and would end at the City of Elk River; the important link is <br />to Alpine Drive. <br /> <br />Mr. Walz stated this sidewalk would not go to any restaurants or amenities, and there are no <br />residential areas to walk from or to. <br /> <br />Councilmember Cook explained this sidewalk would not lead anywhere now, but there would <br />likely be connectivity down Alpine Drive as other properties start to develop. There are places <br />similar to this that now have trail connections or sidewalks going through them, which would <br />never have happened if the fIrst developers had not been required to put in sidewalks. <br /> <br />City Council!
