Public Hearine:

Mayor Gamec called the public hearing to order at 7:08 p.m.

Presentation

Economic Development Coordinator Sullivan explained the City of Ramsey is currently
involved in a large scale redevelopment project called Ramsey Crossings. The project involves
the acquisition of 17 parcels located west of Armstrong Boulevard and south of the extension of
Bunker Lake Boulevard. A resolution Initiating Process for Adoption of Redevelopment Plan
was adopted at the December 12, 2006 HRA and City Council meetings. Land acquisition for
the Ramsey Crossings Project would be funded through revenue bonds that would be issued
separate from the TIF District. This funding mechanism requires that the HRA establish a
redevelopment plan for the area. Mr. Sullivan indicated a copy of the Redevelopment Plan for
Ramsey Crossings Project is included in the Council's packet. Staff recommends the Council
adopt the Plan by the enclosed resolution.

Citizen InDut

There was none.

Motion by CouncilmemberStrommen, seconded by Councilmember Jeffrey, to close the public
hearing.

Motion carried. Braun Intertec was originally engaged by Robert
Muir Company for Phase 1 and Phase 2 work. There are two, possibly three, sites on this project
that will require a Phase 2. It is hoped to have this completed in the next four to fIve weeks. The

City Council! January 9, 2007

P44
