REQUEST FOR A VARIANCE FROM STREET FRONTAGE OR
. LOT WIDTH REQUIREMENTS;
CASE OF GEORGE AND DENISE SWANSON
By: Sylvia Frolik, Asst. Community Development Director

Background:

CASE #: ~

George and Denise Swanson are requesting a variance to the minimum lot width or street frontage
requirement in order that a dwelling may be constructed on a lot they would like to purchase from
Janelle McCollum. The subject property is located on the south side of County Road #64 (181st
St.), approximately .4 of a mile east of Baugh Street.

The following items are enclosed for your information:

a) Site location
b) Proposed Findings of Facts
c) Proposed Variance

Notification:

In accordance with State statute and City Code, City Staff mailed notices of the public hearing to
owners of property within 350 feet of the Subject Property.

Observations:

The parcel is approximately 6.5 acres in size and is zoned R-1 Rural Developing Residential. The
surrounding parcels are also zoned for single family rural residential dwellings. The Swansons
currently reside on the adjacent parcel that is northeast of the Subject Property. They also own the
approximately 7 acre parcel south of their current residence, which is immediately east. of the
Subject Property. The Swansons would like to build a new home on the parcel they would purchase
from -lanelle McCollum.

City Code does not permit the development of a home on a lot that does not meet the minimum
width requirements. City Code defines width as the amount of property that abuts the public road.
In the rural residential district, the minimum lot width or street frontage requirement is 200 feet.
The McCollum parcel does not have any frontage on a public road. Therefore, the Swansons have
applied for a variance in order to construct a home that does not meet the minimum lot width or
street frontage requirements. Their plan is to dedicate an access easement to the landlocked parcel
from 181 st Avenue N. W. across their 2 parcels to the east.

City Code does not establish a maximum front yard setback in the R -1 Rural Developing
Residential District. Consequently, there are private driveways in the community that exceed
315 feet in length (the distance between 181st Avenue N.W. and the front line of the Subject

3
