is difficult to judge this until they start going through the process, and this document helps them <br />to start that process. <br />Councilmember Elvig stated he agrees with Councilmember Look that this is high value, and if <br />this agreement does not work out he would opt for another RFP. That being said, he talked with <br />Mr. Lasher and he believes what fell out of bed with Muir was the very large sum of the letter of <br />credit in the amount of $23 million that the City was requesting. That is an enormous sum of <br />money to have sitting in a pool, depending on how fast a project can be put together. The timing <br />for Muir and having that amount upfront was a real problem, and that is something he will have <br />to look at again to see what is fair and equitable and what will work. <br />Councilmember Jeffrey stated he agrees with all the statements that have been made, but they <br />cannot get to that without this agreement. <br />Motion by Councilmember Jeffrey, seconded by Councilmember Olson, to authorize the City to <br />enter into the Exclusive Negotiation Agreement with Ryan Companies, US, Inc. for the Ramsey <br />Crossings project. <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Olson, Dehen, Elvig, <br />Look, and Strommen. Voting No: None. <br />Case #3: Adopt Ordinance to Rezone Certain City -Owned Properties to Public /Quasi- <br />Public; Case of City of Ramsey <br />Community Development Director Trudgeon stated the Council introduced this ordinance to <br />rezone both the current fire station located at 15050 Armstrong Boulevard and the public works <br />facility located at 14100 Jasper Street to Public -Quasi Public at the January 23, 2007 City <br />Council meeting. The ordinance is now ready for adoption. <br />Motion by Councilmember Jeffrey, seconded by Councilmember Strommen, to adopt Ordinance <br />#07 -03 to rezone the fire station and public works facilities from R -1 Residential and E -2 <br />Employment, respectively, to Public -Quasi Public. <br />A roll call vote was performed by the Recording Secretary: <br />Mayor Gamec: <br />aye <br />Councilmember Dehen: <br />aye <br />Councilmember Elvig: <br />aye <br />Councilmember Jeffrey: <br />aye <br />Councilmember Look: <br />aye <br />Councilmember Olson: <br />aye <br />Councilmember Strommen: <br />aye <br />Motion carried. <br />City Council / February 13, 2007 <br />Page 12 of 25 <br />
