5. 6. CC Regular Session Meeting Date: 07/14/2026 Primary Strategic Plan Initiative: Identify and implement operational efficiencies, cost savings and additional funding sources. Title: Acknowledge Pavilion Rental Service at The Waterfront Purpose/Background: The purpose of this case is to acknowledge rental fees for the pavilions at The Waterfront. The Longview and Overlook Pavilions will be available for reservation, while the third, central pavilion will remain first -come, first -served. Each pavilion includes picnic tables with ADA seating, serving counters with electrical outlets, lighting, and access to restrooms and changing room. Rentals are intended for small private gatherings associated with the immediate pavilion area, while the splash pad and other park amenities remain fully open to the public. Proposed fees were developed based on existing city rental rates, available amenities, and comparable rental structures. Reservations will be offered in three-hour blocks from 10:00 a.m. to 1:00 p.m., 2:00 p.m. to 5:00 p.m., and 6:00 p.m. to 9:00 p.m. This allows multiple groups to use the pavilions each day, creates a predictable public schedule, and provides a manageable structure for city maintenance operations. A weekly rental schedule will be posted on site. When the pavilions are not specifically reserved, they will remain available to any park patrons. This stipulation and the reservation fee schedule will be reevaluated after this first rental season and incorporated into the 2027 Park Rental Guide and adoption of the 2027 Rates and Charges. Funding Source: There is no cost for establishing the pavilion reservation schedule, rather this approval will generate modest revenue to offset some of the maintenance costs associated with this popular public amenity. Recommendation: Staff recommends approving the proposed 2026 rental fees and reservation structure for the Longview and Overlook Pavilions at The Waterfront. Outcome/Action: Motion to approve the 2026 rental fees and reservation procedure for the pavilions at The Waterfront.
