Public Works Committee <br />Meeting Date: 07/21/2026 <br />Primary Strategic Plan Initiative: <br />Improve the safety and mobility of transportation corridors. <br />5. 3. <br />Title: <br />Recommend City Council Approval of Plans and Agreements with Comiexus Energy for COR Street Lighting <br />Improvements, Improvement Project #25-12. <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to consider approving a recommendation to City Council to approve plans and <br />agreements with Connexus Energy for COR Street Lighting improvements, Improvement Project #25-12. <br />Background: <br />Attached is a copy of the original agenda case for this project with attachments as presented at the April 15, 2025, <br />Public Works Committee meeting. This case includes all pertinent background information for the proposed <br />2026 COR Street Lighting Improvements project. <br />Also attached are copies of the latest draft agreements and plans received from Connexus Energy, as well a copy <br />of staffs requested revisions. Staff is awaiting receipt of final plans including staffs requested revisions, along <br />with an updated cost estimate and final construction and energy and maintenance agreements. Staff plans to <br />present the final plans and agreement for City Council approval on July 28th. <br />Time Frame/Observations/Alternatives: <br />Observations: <br />According to Connexus, material lead times for the poles and GE Evolve fixtures used in The COR are <br />anticipated to be 6 months or more. All underground wiring, handholes, vaults, bases, etc. can be installed once <br />payment is made, which would prevent winter construction costs. Once payment is made, Connexus will order <br />the poles and light fixtures and send the job to their bore crews to begin cable installations. Connexus' contractor <br />would install the cable, anchor bases and light poles (if available), then once the remaining poles and fixtures are <br />delivered they will be scheduled for installation. <br />Alternatives: <br />Alternative # 1 - <br />Motion to recommend City Council approval of Connexus Energy's plans and agreements for the COR Street <br />Lighting Improvements, Improvement Project #25-12. <br />Alternative #2 - <br />Motion of other. <br />Funding Source: <br />Connexus Energy's estimated cost for the COR Street Lighting Improvements is $508,831.72 per the attached <br />draft plans. Final plans are anticipated to be received in time to request City Council on July 28th of Connexus <br />Energy's final plans and agreements. <br />Funding for this project will be paid from the Street Light Utility Fund, which had a projected balance of <br />$1,600,114 at the start of 2026 per attached sheet 315 of the adopted 2026 — 2035 Capital Improvement <br />
