CALL TO ORDER <br /> <br />Mayor Heineman called the City Council Work Session to order at 5:30 p.m. <br /> <br />2. TOPICS FOR DISCUSSION <br /> <br />2.01: Consider Accepting the Donation of a Community Art Plan <br /> <br />Parks and Assistant Public Works Director Riverblood introduced a proposal to accept a <br />Community Art Resource developed by the Ramsey Community Foundation, along with a $5,000 <br />donation to support public art elements incorporated into the City's new waterfront park. <br /> <br />Parks and Assistant Public Works Director Riverblood explained that the Community Art <br />Resource is intended to serve as an inspirational guide rather than a formal public art plan. He <br />noted that numerous studies demonstrate how public art contributes to community identity, <br />placemaking, and civic pride, all of which align with the City's Strategic Plan. He highlighted <br />several examples already incorporated into the waterfront project, including decorative lighting, <br />artistic landscape elements, painted support structures, and custom finishes designed to reinforce <br />the park's natural character. <br /> <br />Parks and Assistant Public Works Director Riverblood also recognized the Ramsey Community <br />Foundation as one of the City's longstanding community partners. He reviewed the Foundation's <br />previous contributions, including financial support for the City's summer concert series and <br />City Council Work Session / June 23, 2026 <br />Page 1 of 7 <br />
