The report categorized potential Ramsey markets into several models, ranging <br />from small vendor additions to existing community events, to medium-sized markets similar to the <br />Two Rivers Art Fair, to large destination-style seasonal markets featuring vendor cabins, <br />entertainment, and family activities. <br /> <br />Mayor Heineman stated that his long-term vision most closely resembled the study's larger <br />destination model, which would feature permanent or semi-permanent vendor cabins and become <br />a regional attraction. He explained that such an event could provide several community benefits, <br />including creating a winter destination for residents and visitors, increasing customer traffic for <br />local businesses, supporting tourism, and potentially sustaining itself over time through vendor <br />fees and sponsorships. <br /> <br />Councilmember Stewart agreed that the larger destination concept would create a unique <br />attraction. She suggested that vendors might construct or personalize their own booths rather than <br />requiring the City to purchase all of the structures. She also envisioned additional attractions, such <br />as petting zoos, children's activities, and other family-oriented features, to encourage visitors to <br />stay at the market longer. <br /> <br />Councilmember Olson also expressed interest in the larger concept, noting that similar winter <br />markets remain well attended despite cold weather and could establish Ramsey as a regional <br />destination during the winter months. <br /> <br />Mayor Heineman added that successful holiday markets in Europe often become annual traditions <br />featuring collectible mugs, seasonal entertainment, and locally themed experiences that encourage <br />repeat attendance. <br /> <br />Councilmember Riley discussed several alternative approaches that might reduce initial costs <br />while allowing the City to gauge public interest. He suggested expanding the existing tree lighting <br />celebration by incorporating vendors inside City Hall and on the surrounding plaza before making <br />larger capital investments. He also expressed interest in exploring partnerships with existing <br />holiday markets already operating within Ramsey, such as those hosted at Adrenaline Sports <br />Center, rather than duplicating private events. <br /> <br />Staff agreed that coordinating with existing community events would be important and emphasized <br />that any future market should complement, rather than compete with, successful private events <br />already occurring in the community. <br /> <br />Parks and Assistant Public Works Director Riverblood added that staff would evaluate potential <br />conflicts with existing markets before making recommendations. <br /> <br />Councilmember Buscher questioned projected revenues, staffing needs, and vendor interest. <br /> <br />Recreation Coordinator Proulx explained that revenue estimates were preliminary and based upon <br />assumptions regarding vendor participation. She cautioned that actual revenues would depend <br />upon vendor demand, sponsorships, event length, and pricing.
