Councilmember introduced the following resolution and moved for its adoption:
<br />RESOLUTION #26-172
<br />RESOLUTION APPROVING PARTIAL PAYMENT No. 2 TO NORTH VALLEY, INC. FOR
<br />FLINTWOOD HILLS 2" & 3" STREET RECONSTRUCTIONS, IMPROVEMENT PROJECT
<br />#26-05
<br />WHEREAS, the City of Ramsey proposes to reconstruct the streets within the Flintwood Hills 2"
<br />& 3rd subdivisions as identified within the 2026 — 2035 Capital Improvement Program; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-082, adopted April 22, 2025, the
<br />City Council accepted and awarded the proposal to Bolton & Menk Anderson for topographic survey of the
<br />project area in the amount of $3,803.50; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-101, adopted May 13, 2025, the
<br />City Council accepted and awarded the proposal to Independent Testing Technologies, Inc. for geotechnical
<br />survey of the project area in the amount of $6,825.00; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-139, adopted June 24, 2025, the
<br />City Council ordered the City Engineer to prepare plans and specifications for Flintwood Hills 2nd & 3rd
<br />Street Reconstructions, Improvement Project #26-05,
<br />WHEREAS, pursuant to Ramsey City Council Resolution #26-029, adopted January 27, 2026, the
<br />City Council approved final plans and specifications as prepared by the City Engineer and authorized
<br />advertisement for bids for the same improvements; and
<br />WHEREAS, proposals were received for Construction Staking from Bolton & Menk, Inc. for said
<br />improvements in the amount of $43,110.00; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #26-065, adopted March 10, 2026, a
<br />contract was awarded to North Valley, Inc. of Nowthen, Minnesota in the amount of $792,282.86 for said
<br />improvements; and
<br />WHEREAS, as of July 28, 2026 $181,262.09 had been paid to date; and
<br />WHEREAS, the Senior Engineering Technician has inspected the completed work and
<br />recommends partial payment No. 2 to North Valley, Inc. of Nowthen, Minnesota, for improvement project
<br />#26-05, Flintwood Hills 2' & 3' Street Reconstructions, in the amount of $399,058.43.
<br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
<br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA:
<br />1) The City Council hereby authorizes partial payment No. 2 to North Valley, Inc. of Nowthen,
<br />Minnesota for Improvement Project #26-05, Flintwood Hills 21 d & 3rd Street Reconstructions in the
<br />amount of $399,058.43.
<br />2) The City Council hereby authorizes the Mayor and City Administrator to sign the release form for
<br />this payment.
<br />3) The total amount of this payment is not included in resolutions approving payment of bills for the
<br />day of July 28, 2026.
