5. 5. <br />CC Regular Session <br />Meeting Date: <br />07/28/2026 <br />Primary Strategic Plan Initiative: Improve the safety and mobility of transportation corridors. <br />Title: <br />Adopt Resolution #26-142 Authorizing Connexus Energy to Prepare Plans and Agreements for Riverdale Drive and <br />Highway 10 Frontage Roads Street Lighting Improvements, Improvement Project #26-12 <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #26-142 authorizing Connexus Energy to design and prepare plans and <br />agreements for Riverdale Drive and Highway 10 Frontage Roads Street Lighting Improvements, Improvement Project <br />#26-12. <br />Background: <br />Riverdale Drive serves as the south frontage road to Highway 10. Various segments of Riverdale Drive do not include street <br />lights, including segments with parallel trails nationally designated as part of the Mississippi River Trail Minimal street <br />lighting is proposed to improve safety for vehicles and pedestrians using this corridor. <br />Upon Council approval for Connexus to design and prepare plans and agreements for said street lighting improvements, staff <br />will prepare concept plans identifying minimal lighting improvements along unlit segments of Riverdale Drive, primarily <br />located at intersections, horizontal curves, and mid -block pedestrian crosswalks, to improve safety for drivers and <br />pedestrians along Riverdale Drive. <br />Staff will then provide the concept plan to Connexus, who will prepare final design plans, a cost estimate, and all necessary <br />construction and maintenance agreements. These plans and agreements will then be presented to the City Council for <br />approval, which is currently anticipated to occur on August 25, 2026. Construction of all underground work is anticipated to <br />be complete well before November when winter frost charges kick in. Delivery of poles and fixtures are currently <br />anticipated to take up to 3 months upon City approval of plans and payment to Connexus. <br />The City of Ramsey works exclusively with Connexus Energy to design, construct and maintain public street and trail <br />lighting improvements throughout the City. <br />Notification: <br />None required for this case. <br />Time Frame/Observations/Alternatives: <br />Alternatives: <br />Motion to adopt Resolution #26-142 authorizing Connexus Energy to design and prepare plans and agreements for Riverdale <br />Drive and Highway 10 Frontage Roads Street Lighting Improvements, Improvement Project #26-12. <br />Funding Source: <br />Attached are sheets 290 and 292 from the 2026-2035 Capital Improvement Plan outlining the proposed street lighting <br />improvement project costs for this project, which are estimated at $525,000. <br />Funding for these proposed street lighting improvements will be paid from the Street Lighting Fund, which had a 2026 <br />starting balance in excess of $1,600,000. Attached is a copy of CIP sheet 315 that shows the current status of the Street <br />Light Funds. This fund has a sufficient balance to cover all 2026 street lighting improvements, including The COR Street <br />Lighting Improvements, which Council is being asked to approve on the regular agenda this evening. Costs for all 2026 <br />street lighting improvement projects are estimated to cost a little over $1,000,000. <br />Recommendation: <br />Staff recommends adopting Resolution #26-142 authorizing Connexus Energy to design and prepare plans and agreements <br />for Riverdale Drive and Highway 10 Frontage Roads Street Lighting Improvements, Improvement Project #26-12 for <br />reasons noted in the case. <br />
