Councilmember introduced the following resolution and moved for its adoption:
<br />RESOLUTION #26-168
<br />RESOLUTION APPROVING PARTIAL PAYMENT No. 1 TO NORTH VALLEY, INC. FOR
<br />SECTION 01 UNPLATTED (S. CR 27) STREET RECONSTRUCTIONS, IMPROVEMENT
<br />PROJECT #26-07
<br />WHEREAS, the City of Ramsey proposes to reconstruct the streets within the Section 01 Unplatted
<br />(S. CR 27) subdivision as identified within the 2026 — 2035 Capital Improvement Program; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-082, adopted April 22, 2025, the
<br />City Council accepted and awarded the proposal to Bolton & Menk Anderson for topographic survey of the
<br />project area in the amount of $6,728.50; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-101, adopted May 13, 2025, the
<br />City Council accepted and awarded the proposal to Independent Testing Technologies, Inc. for geotechnical
<br />survey of the project area in the amount of $9,895.00; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-141, adopted June 24, 2025, the
<br />Ramsey City Council ordered the City Engineer to prepare plans and specifications for Section 01 Unplatted
<br />(S. CR 27) Street Reconstructions, Improvement Project #26-07; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #26-010, adopted January 13, 2026, the
<br />City Council approved final plans and specifications as prepared by the City Engineer and authorized
<br />advertisement for bids for the same improvements; and
<br />WHEREAS, proposals were received for Construction Staking from Bolton & Menk, Inc. for said
<br />improvements in the amount of $50,424.00; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #26-049, adopted February 24, 2026, a
<br />contract was awarded to North Valley, Inc. of Nowthen, Minnesota, in the amount of $1,189,848.87 for
<br />said improvements; and
<br />WHEREAS, as of July 28, 2026 $0.00 has been paid to date; and
<br />WHEREAS, the Senior Engineering Technician has inspected the completed work and
<br />recommends partial payment No. 1 to North Valley, Inc. of Nowthen, Minnesota, for improvement project
<br />#26-07, Section 01 Unplatted Reconstruction, in the amount of $628,396.21.
<br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
<br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA:
<br />1) The City Council hereby authorizes partial payment No. 1 to North Valley, Inc. of Nowthen,
<br />Minnesota for Improvement Project #26-07, Section 01 Unplatted Reconstruction in the amount of
<br />$628,396.21.
<br />2) The City Council hereby authorizes the Mayor and City Administrator to sign the release form for
<br />this payment.
<br />The total amount of this payment is not included in resolutions approving payment of bills for the
<br />day of July 28, 2026.
