AMENDED <br />371 This Chapter is enacted under the authority of Chapter 119 of the Third Class City Code <br />372 governing contracts, authorizing the enactment provisions for and regulation of the procedures <br />373 for the award of contracts, as provided by 11 Pa,C. S. § 11901 (a). <br />374 <br />375 § 2-1101.10. Related Provisions <br />376 (a) Nothing in this legislation is intended to alter, diminish or impede any grant of <br />377 legislative or executive authority provided in the Optional Third Class City Charter Law. <br />378 <br />379 (b) In the event that any part of this Chapter is deemed to conflict with applicable provisions <br />380 of any federal or state law or regulation, the federal or state provision shall control, <br />381 <br />382 § 2-1101.11. Implementation <br />383 The provisions of this Chapter shall be implemented by the appropriate City departments, <br />384 as determined by the Mayor, within one (1) year from the effective date of this Chapter. <br />385 <br />386 SECTION 2. DELEGATION. Appropriate City officials are authorized to take such actions as <br />387 are necessary to effectuate this ordinance, including but not limited to, the implementation of <br />388 rules and regulations to carry out the purpose of this ordinance. <br />389 <br />390 SECTION 3. SEVERABILITY. If any provision, sentence, clause, section or part of this <br />391 ordinance or the application thereof to any person or circumstance is for any reason found to he <br />392 unconstitutional, illegal or invalid by a court of competent jurisdiction, such unconstitutionality, <br />393 illegality or invalidity shall not affect or impair any of the remaining provisions, sentences, <br />394 clauses, sections or parts of this ordinance. It is hereby declared as the intent of the Council of <br />395 the City of Harrisburg that this ordinance would have been adopted had such unconstitutional, <br />396 illegal or invalid provision, sentence, clause, section or part not been included herein. <br />397 <br />398 SECTION 4. REPEALER. All ordinances or provisions of ordinances in conflict with the <br />399 provisions of this ordinance are hereby repealed in so far as they are inconsistent herewith. <br />400 <br />401 SECTION 5. EFFECTIVE DATE. This ordinance shall take effect in accordance with the law. <br />
