Another <br />approach is to empower workers to know <br />their rights and establish effective reporting <br />avenues through a worker -driven social <br />responsibility framework such as the Building <br />Dignity and Respect (BDR) Program. <br />BDR requires developers to enter into legally <br />binding participation agreements that <br />require all contractors and subcontractors <br />at every tier of a project to abide by basic <br />standards that protect against wage theft <br />and payroll fraud and guarantee the rights of <br />workers to fair treatment, a safe workplace, <br />and a voice in their working conditions. <br />In addition to providing independent <br />monitoring to verify compliance, workers <br />are educated and empowered as frontline <br />monitors and defenders of their own rights, <br />with protections against retaliation. This <br />type of worker education and compliance <br />monitoring could be a vital tool to ensure <br />compliance. <br />20 North Star Policy Action <br />
