AMENDED <br />BILL NO. - 2021 <br />2 <br />3 Moved by: <br />4 <br />5 An Ordinance of the City of Harrisburg establishing a new Part 2-1100 of the Codified <br />6 Ordinances of Harrisburg entitled "Responsible Contracting"; providing for the adoption of certain <br />7 procedures related to the solicitation and award of public contracts within the City; establishing a <br />8 monetary threshold for applicable contracts; providing for certification requirements for public <br />9 contractors; providing for certification requirements for subcontractors on applicable public <br />10 contracts; and providing for review procedures. <br />11 <br />12 WHEREAS, the City of Harrisburg is duly empowered to enact laws to protect its <br />13 proprietary and financial interests relating to major capital investments made in public works <br />14 contracts, and to protect the public health, safety and welfare of its residents; and <br />15 <br />16 WHEREAS, the City recognizes the significant challenges arising in the planning and <br />17 execution of public works construction and maintenance projects, especially those relating to the <br />18 ability to ensure the use of qualified contractors and subcontractors and adequate numbers of <br />19 skilled craft personnel who have industry -recognized training in the respective trades needed for <br />20 public works projects; and <br />21 <br />22 WHEREAS, in order to better meet those operational challenges and to ensure the <br />23 continued responsible stewardship of public funds the City desires to establish rules for awarding <br />24 public works contracts of financial significance; and <br />25 <br />26 WHEREAS, the Council for the City of Harrisburg finds that the enactment of standards <br />27 for responsible contracting should serve these purposes; and <br />28 <br />29 WHEREAS, the Council further recognizes that the City remains in the midst of a process <br />30 to secure a disparity study to better provide legislative parameters for disadvantaged business <br />31 enterprises in the City and better promote ongoing local economic opportunities to our residents, <br />
