AMENDED <br />312 by providing a qualified subcontractor or demonstrate that it can perform the work itself in <br />313 a time deemed reasonable by the City, the entire bid shall be deemed non -responsive and <br />314 the City shall issue a Notice of Intent to Award to the next lowest responsive bidder, <br />315 <br />316 (j) Nothing in this section shall be deemed to waive any immunity, governmental or <br />317 otherwise, to which the City is entitled. <br />318 <br />319 § 2-1101.6. Contractor Responsibility Review and Determination <br />320 (a) After the City has issued a Notice of Intent to Award Contract to the lowest responsive <br />321 bidder, it shall undertake a contractor responsibility review process to determine whether <br />322 the firm is a qualified, responsible firm in accordance with the requirements of this <br />323 ordinance and other applicable laws and regulations. The time frame for conducting this <br />324 review process shall be as determined by the City. <br />325 <br />325 (b) As part of the review process, the City shall ensure that the Contractor Responsibility <br />327 Certification and Subcontractor Responsibility Certifications and applicable supporting <br />328 information comply with the requirements of this ordinance. <br />329 <br />330 (c) The City may conduct any additional inquiries to verify that the prospective awardee and <br />331 its subcontractors have the technical qualifications and performance capabilities necessary <br />332 to successfully perform the contract and that the firms have a sufficient record of law <br />333 compliance and business integrity to justify the award of a public contract. In conducting <br />334 such inquiries, the City may seek relevant information from the firm, its prior clients or <br />335 customers, its subcontractors or any other relevant source. <br />336 <br />337 (d) After the City determines that all responsibility certifications have been properly executed <br />338 and has verified that all other relevant information requested for reviews indicates that the <br />339 prospective awardee and its subcontractors are qualified, responsible firms, it shall issue a <br />340 written Contractor Responsibility Determination for the prospective awardee. <br />341 <br />
