City Council Highlights - July 14, 2026 <br />Councilmembers in attendance were: Mayor <br />Heineman, Councilmembers Buscher, Olson, Peters, <br />Riley, Specht, and Stewart. <br />Consent Agenda <br />The City Council unanimously passed 12 Consent <br />Agenda items. <br />Public Hearing <br />This regular City Council meeting began with two <br />Public Hearings. <br />The first public hearing was to Adopt Resolution #26- <br />151 Vacating Drainage and Utility Easements in "Sunfish <br />Lake Business Park" and "Sunfish Lake Business Park <br />Third Addition." Wildlife Research, located at 14485 <br />Azurite Street NW, is preparing to expand its operations <br />in Ramsey. The existing parcels include platted drainage <br />and utility easements that will obstruct the proposed <br />addition to the building. The existing public drainage <br />and utility easements are proposed to be vacated and <br />then rededicated in the correct areas with the new plat. <br />Council approved the resolution. <br />The second public hearing was to Adopt Resolution <br />#26-159 Approving the Modification to the <br />Development Program for Development District No. 1 <br />and Establishing Tax Increment Financing District No. <br />20 (Trident) Within Development District No. 1 and <br />Approving the Tax Increment Financing Plan Therefor; <br />Approving a Development Agreement and Authorizing <br />an Interfund Loan. This case considers the creation of <br />TIF District No. 20 to provide tax increment financing <br />assistance to Ramsey Senior Housing, LLC (Trident) <br />for the construction of an assisted living/memory care <br />project in the COR in Ramsey. Trident Development <br />is proposing to build a 2-story 78-unit Senior Assisted <br />Living building, a 1-story 24-unit Memory Care building <br />and a 4-story 84-unit Independent Living building <br />adjacent to the VA Clinic. A motion was made to remove <br />all information regarding the Development Agreement <br />from the resolution. The Development Agreement will <br />be considered at a future meeting. Council unanimously <br />approved the amended resolution. <br />Council Business included five cases. <br />The first case was to Consider Adoption of Resolution <br />#26-158 Approving Purchase Agreement, Right of Re - <br />Entry Agreement, LAHA Funds and Sale of Outlot B, <br />COR Stone Brook Academy Elevate Hope House for <br />Mixed -use Project. This case considers the sale ofOutlot <br />B, COR STONE BROOK ACADEMY to Elevate Hope <br />House (EHH), a Minnesota non-profit corporation, to <br />build a minimum 8,500 square foot mixed -use coffee <br />shop, Retail and 3-bedroom affordable apartment. <br />Council unanimously approved the resolution. <br />The next case was to Adopt Resolution #26-161 <br />Accepting Bids and Awarding Contract for Riverside <br />West Street Reconstruction, Improvement Project <br />#26-06. This project proposes to reconstruct 137th <br />Avenue and Dolomite Street within the Riverside West <br />subdivision. Additionally, the project proposes milling <br />and overlaying Ebony Street, which is located in the <br />same subdivision but was constructed 13 years after the <br />original streets. Construction will begin late this summer <br />with substantial completion expected by early October. <br />Council approved the resolution awarding the contract to <br />North Valley, Inc. <br />The next case was to Introduce Ordinance #26-12 <br />Code Amendment Pertaining to Outdoor Storage <br />Performance Standards in the I-1 Zoning District. The <br />proposed ordinance updates the required acreage for <br />outdoor storage for the I-1 Zoning District from 5 acres <br />to 1 acre. When the Zoning Code was re -written in 2023, <br />a decision was made to include a 5-acre minimum lot area <br />for properties in the I-1 Light Industrial district to have <br />limited outdoor storage. Staff is comfortable reducing the <br />acreage to allow I-1 properties to have screened outdoor <br />storage, while remaining proportional to the building <br />footprint. Council approved the introduction with a vote <br />of 6 to 1. <br />The fourth case was to Adopt Ordinance #26-09 <br />Amending City Code Section 106-354 (Private Trees <br />in New Development Areas). This case is the second <br />reading to consider a draft Ordinance amending the tree <br />preservation standards. Language has been added to <br />specify that alternative methods for collecting significant <br />tree data may be approved by the Zoning Administrator <br />upon sufficient documentation. Both the EPB and <br />the Planning Commission reviewed the ordinance <br />and unanimously recommended approval. Council <br />unanimously adopted the Ordinance. <br />The final case was to Introduce Ordinance #26-14 <br />Authorizing Salary Increase for Mayor and City Council. <br />The last increase for the Mayor and City Council <br />occurred in 2005. The proposed ordinance would increase <br />the annual City Council salary from $6,000 to $10,000 <br />and the Mayor's salary from $8,000 to $12,000. State <br />law requires any increase to City Council pay to take <br />effect following the next election.
