Councilmember Riley introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #26-170 <br /> <br />RESOLUTION APPROVING PARTIAL PAYMENT No. 1 TO CORRECTIVE ASPHALT <br />MATERIALS, LLC. FOR 2026 PAVEMENT REJUVENATION IMPROVEMENTS, <br />IMPROVEMENT PROJECT #26-10 <br /> <br /> WHEREAS, the City of Ramsey can most cost-effectively maximize the life of the <br />bituminous pavement on public streets by applying pavement rejuvenators; and <br /> <br /> WHEREAS, the City of Ramsey adopted budget for 2026 includes $650,000.00 for street <br />maintenance contracted services, including to apply pavement rejuvenator on numerous public <br />street segments in support of the City’s Pavement Management Program; and <br /> <br />WHEREAS, pursuant to Ramsey City Council Resolution #26-031, adopted January 27, <br />2026, the City Council approved final plans and specifications as prepared by the City Engineer <br />and authorized advertisement for bids for the same improvements; and <br /> <br />WHEREAS, pursuant to Ramsey City Council Resolution #26-067, adopted March 10, <br />2026, a contract was awarded to Corrective Asphalt Materials, LLC. of South Roxana, Illinois, in <br />the amount of $312,307.06 for said improvements; and <br /> <br />WHEREAS, as of July 28, 2026 $0.00 has been paid to date; and <br /> <br />WHEREAS, the Senior Engineering Technician has inspected the completed work and <br />recommends partial payment No. 1 to Corrective Asphalt Materials, LLC. of South Roxana, <br />Illinois, for improvement project #26-10, 2026 Pavement Rejuvenation in the amount of <br />$280,800.41. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA: <br /> <br />1) The City Council hereby authorizes partial payment No. 1 to Corrective Asphalt Materials, <br />LLC. of South Roxana, Illinois for Improvement Project #26-10, 2026 Pavement <br />Rejuvenation in the amount of $280,800.41. <br /> <br />2) The City Council hereby authorizes the Mayor and City Administrator to sign the release <br />form for this payment. <br /> <br />3) The total amount of this payment is not included in resolutions approving payment of bills <br />for the date of July 28, 2026. <br /> <br />4) The City of Ramsey Finance Department will be provided a signed copy of this resolution. <br /> <br />
