Economic Development Authority (EDA) <br />Meeting Date: 08/13/2026 <br />Primary Strategic Plan Initiative: Promote economic growth and development. <br />Title: <br />Adopt EDA Resolution #26-178 Approving Redevelopment Project Area and Plan <br />4. 1. <br />Purpose/Background: <br />The purpose of this case is for the Economic Development Authority to consider adoption of EDA Resolution <br />#26-178 Approving Redevelopment Project Area and Plan. The EDA initiated this project approval process at the <br />May 14, 2026 meeting when it adopted Resolution #26-109 Initiating Process for Establishment of a <br />Redevelopment Plan. The Planning Commission (Res #26-110) and City Council (Res #26-156) have <br />subsequently reviewed the Redevelopment Plan and Area and have both approved it in its current form. <br />Approval of EDA Resolution #26-178 is the last step to approve the plan and to enable the EDA to issue an HRA <br />Loan to Anoka Ramsey Athletic Association (ARAA) to build and operate a 100,000 square foot indoor athletic <br />recreational facility south of Hwy 10 on land owned by PSG LLC shown on the attached site map included in the <br />Redevelopment Plan attached hereto. This land has been vacant for quite some time and has not developed on its <br />own despite improvements to Riverdale Drive NW. The proposed development project involves public and <br />private financing to facilitate development and redevelopment in this area which has not been able to occur on its <br />own. <br />The City has been working with ARAA since 2021 on various iterations of an impactful regional athletic facility <br />and the locations, sizes and types of the structures have evolved over time. Staff is confident that the current <br />proposal, at its current location, is the best iteration of the project to date. ARAA is a non-profit and has provided <br />a valuable service to the Ramsey community since 1979 and this project will provide additional local <br />opportunities for Ramsey residents and an influx of economic activity and increased tax base to the City of <br />Ramsey. This development project will likely result in spin-off commercial development adjacent to the site that <br />would not have occurred if the ARAA project had not been completed. Additional approval relating to loan <br />agreement to lend HRA Dollars to ARAA will be a separate EDA action. The City Council adopted Resolution <br />#26-129 (See attached) approving the request to Anoka County for a funding request up to 2.3M from the City <br />HRA funds held by Anoka County. Staff is supportive of this action and recommends approval. <br />Notification: <br />The City Council held a Public Hearing on June 23, 2026 to review the Redevelopment Project Area and Plan <br />document. <br />Time Frame/Observations/Alternatives: <br />Staff is asking the Economic Development Authority to approve Resolution #26-178 Approving Redevelopment <br />Project Area and Plan. The Redevelopment Project Area and Plan documents have been drafted and reviewed by <br />TAFT Law and reflect the current financing structure. <br />Alternatives: <br />1) Adopt Resolution #26-178 Approving Redevelopment Project Area and Plan <br />2) Something Else <br />Funding Source: <br />
