7. 2. <br />CC Regular Session <br />Meeting Date: <br />08/10/2026 <br />Primary Strategic Plan Initiative: Promote economic growth and development. <br />Title: <br />Introduce Ordinance #26-17 Amending Chapter 106 (Zoning Code) Pertaining to Uses in the COR Zoning Districts <br />Purpose/Background: <br />Currently, regulations regarding development in the COR zoning districts are split between two documents —City Code <br />Chanter 106 (Zoninc Codel and The COR Design Framework. The COR Design Framework is a document that was <br />adopted in 2012 that mixes aspirational visions and regulatory language for the COR. it is a document that is not easily <br />accessible or understood by developers, architects, and engineers proposing projects in the COR. When the Zoning Code <br />was updated in 2023, the subdistricts were taken out of the Framework and added to the official Zoning Map for ease of use <br />as well as updating. <br />Staff and the Planning Commission are working on a project that will transfer all the remaining regulatory language out of <br />the Framework and place it in the Zoning Code so that it is easily accessible. Additionally, this project will clean up various <br />conflicts and ambiguities. The Planning Commission is still working on the majority of this project. They did, however, <br />recommend moving a portion of it forward —updating the use table —as there is a veterinary business looking to receive a <br />building permit for a space in the COR-2a Subdistrict. The Use Table in Section 106-621 currently has a shorter list of <br />business types than the correlating table in the business section (the B- and I- districts). The process of updating the COR <br />Use Table compared it to that of the Business Use Table (Section 106-521) and several lines were brought over for <br />consistency. This update will allow the proposed veterinary clinic, which is allowed in a similar setting zoned B-2 or B-3, to <br />be allowed in COR-2a. <br />The proposed changes align these regulations in the table with the aspirational vision in the Framework. The proposed use <br />table also allows various business types within COR-4c residential/business mixed -use structures (ie, Roers) that was <br />previously not addressed.
