Senior Planner Anderson commented that there are older neighborhoods that have lots 3/4 of an acre or 1.5 acres in size. Citizen Innut No comments. Motion by Commissioner Bauer, seconded by Commissioner Allshouse, to close the public hearing. Motion Carried. Voting Yes: Chairperson Gengler, Commissioners Bauer, Allshouse, Cochrane, Lubarski, Musgrove, and Sanoe. Voting No: None. Absent: None. Chairperson Gengler closed the public hearing at 7:02 p.m. Commission Business Commissioners Lubarski and Allshouse stated that they prefer the percentage of the lot size method rather than the 100 square feet. Commissioner Bauer stated that they are not limiting the size to 100 square feet, but specifying that if the area exceeds that size, a management plan would be required. Commissioner Allshouse stated that ten by ten is not very large and would prefer to use ten percent. Commissioner Bauer reiterated that a lot could have a larger size but would require a management plan to ensure there is a tool for enforcement if the area becomes a nuisance. Senior Planner Anderson stated that the minimum lot area within the MUSA is 10,000 square feet, and ten percent would allow 1,000 square feet without a management plan. Commissioner Allshouse commented that would be a large size. Councihnember Olson stated that he also believes that the smaller exempt area should not be expanded. He recognized the concerns of Commissioner Musgrove and stated that perhaps they allow 100 square feet for every acre in lot size. Commissioner Musgrove commented that she wants to ensure that larger lots are not constricted, as they would have more open area on their lot. She stated that larger lots would have more space for ornamental grasses. Commissioner Bauer stated that they would not restrict them. He explained that the smaller growth area would be exempt from a management plan, while something over 100 square feet would require a management plan.
