The meeting recessed to go into Closed Session at 8:12 p.m. <br />2.05: Closed Session: Discussion Regarding Union Contract Negotiations <br />City Attorney Johnson explained this item is to discuss union negotiations and will be going into <br />a closed session per Minnesota Statute Section 13D.03. <br />Consistent with Minnesota's Open Meeting Law, no discussion from the closed session itself was <br />reported in the public meeting minutes. The closed session was held to discuss negotiation <br />strategy involving the City's collective bargaining agreements. The agenda identified the <br />negotiations as involving the American Federation of State, County and Municipal Employees <br />(AFSCME), the Law Enforcement Labor Services (LELS) Patrol bargaining unit, the LELS <br />Crime Data Analysts bargaining unit, and the remaining LELS Sergeant and LELS Captain <br />bargaining units. Supporting materials were distributed for the closed session and collected <br />afterward. <br />The City Council reached consensus to go into a closed session. <br />Reconvened Work Session <br />Mayor Heineman reconvened the work session following the closed session at 9:09 p.m. <br />Mayor Heineman announced that the Council had discussed negotiations involving the LELS <br />Crime Data Analysts, LELS Patrol, and AFSCME bargaining units. He reported that the Council <br />had directed staff to continue negotiations in an effort to reach negotiated labor agreements. <br />3. MAYOR / COUNCIL / STAFF INPUT <br />4.01: Update on Outside Committees <br />Councilmember Buscher reported on recent Joint Law Enforcement Council activities, <br />encouraging members of the Council to attend the upcoming local government officials meeting, <br />where a new pilot program involving emergency response camera drones would be presented. <br />The Council also received an update from the Critical Infrastructure Committee. Members <br />learned that the Anoka County Sheriffs Office was currently operating with two detective <br />vacancies but expected to return to full staffing after completing background investigations for <br />applicants. The committee also reviewed new three-dimensional crime scene imaging technology <br />that would allow investigators to rapidly document indoor and outdoor crime scenes using <br />City Council Work Session / July 28, 2026 <br />Page 11 of 12 <br />
