<br />Councilmember Jeffrey expressed concern regarding who has the authority to direct work at the <br />City's expense. He suggested consideration of the administrative authorization being a <br />percentage of the project cost if the $500 in the current policy is not enough. <br /> <br />The Committee discussed amending the policy to include an administrative authorization amount <br />of$l,OOO or a percentage of the project cost, whichever is greater. <br /> <br />Chairperson Strommen noted the need for the Committee to determine whether there will be a <br />zero-tolerance policy in relation to expenditures over the authorized amount. <br /> <br />Finance Officer Lund indicated the current policy states whoever authorized the additional <br />expenditure is held responsible and accountable for payment. <br /> <br />Consensus of the Committee was to direct staff to amend the Purchase Policy based on the above <br />discussion and to bring the Policy back before the Committee on a future agenda. <br /> <br />Councilmember Jeffrey indicated the policy should not tie the hands of staff but should include <br />accountability. He suggested expenditures that exceed the not-to-exceed amount include an <br />over-run statement attached to the invoice that explains the expense and is included in the file. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Jeffrey, to recommend that the City <br />Council adopt the resolution Authorizing $5,000 from Council Contingency for Architectural <br />Renderings for Ramsey Town Center. <br /> <br />Mayor Gamec stated the architectural renderings are excellent and can be used by the City in the <br />future. <br /> <br />Motion carried. Voting Yes: Chairperson Strommen, Mayor Gamec and Councilmember <br />Jeffrey. Voting No: None. Absent: Councilmember Elvig. <br /> <br />COMMITTEE INPUT <br /> <br />None. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Jeffrey, seconded by Mayor Gamec, to close the regular meeting of <br />the Finance Committee. <br /> <br />Motion carried. <br /> <br />The regular meeting of the Finance Committee adjourned at 5:57 p.m. <br /> <br />Finance Committee I November 28, 2006 <br />Page 4 of5 <br />
