<br />Public Works Director Olson responded in the affirmative. He indicated the information will be <br />utilized with the City's wetland inventory information. This is one of the first things he thought <br />the City needed when he began working here six years ago. They worked towards getting digital <br />aerial photographs to be put into a model, and in the past few years have accumulated as-built <br />data. <br /> <br />Chairperson Elvig pointed out this will support the efforts of the Environmental Policy Board. <br /> <br />Motion by Councilmember Olson, seconded by Councilmember Dehen, to recommend the RFP <br />for the Comprehensive Water Resources Management Plan be approved by the City Council. <br /> <br />Further discussion: Chairperson Elvig inquired of the approximate remaining balance in the <br />stormwater utility. Public Works Director Olson replied approximately$380,OOO is collected per <br />year in the stormwater utility fund. Councilmember Dehen asked if there is anything different <br />Ramsey does from other municipalities in relation to this plan. Public Works Director Olson <br />replied all cities complete a storm water management plan. Ramsey tends to try to get the plan <br />more frequently than the 1980 and 1987 dates. In the recent past the City was fortunate enough <br />to be included in the Lower Rum River Water Management Organization (LRRWMO), so in the <br />short term in 2001 the City adopted the LRRWMO plan. However, the LRRWMO plan is much <br />less detailed than the City needs. This Comprehensive Water Resources Management Plan will <br />be a hands on document and a hands on software program that will allow staff to input <br />information such as what will happen if it rains two inches on a given day and where the water <br />will go. It will be very user friendly. Chairperson Elvig commented the City has been trying to <br />get ahead of development and anticipate it better. Without this tool they are pointing and <br />shooting, and hoping for the best. Public Works Director Olson explained staff spends a lot of <br />time on grading plans to make sure !=>thers are not impacted with volumes and rates. This <br />Comprehensive Water Resources Management Plan will be highly relational to the water table <br />elevations and to how much water is there. It will allow them the ability to put that information <br />in as a scenario, and they will have the ability to rewrite policy with this. This Plan will provide <br />the tool to require volume control instead of rate control. <br /> <br />Motion carried. Voting Yes: Chairperson Elvig, Councilmembers Olson and Dehen. The meeting was <br />reconvened at 7:16 p.m. <br /> <br />Case #6: <br /> <br />Approve Contract Amendment for Design of Armstrong Boulevard <br />Improvement Project #06-20 <br /> <br />Public Works Director Olson explained there will be a discussion in the work session that will be <br />more related to Ramsey Crossings and the EA W. In regards to this case, staff has received <br />direction from Council that a pedestrian and/or vehicle overpass is to be included in the project. <br />This case specifically discusses the change to the existing contract with TKDA to facilitate the <br />amendments. <br /> <br />Public Works Committee / January 16,2007 <br />Page 12 of 13 <br />
