. Allows for the abandonment of the River Pines sanitary sewer lift station through a more
economic method of construction. Currently the 2007 CIP anticipates the abandonment of this
line at a cost of $75,000. This cost includes boring and jacking of the sanitary sewer pipe along
the 10 foot drainage and utility easement available along the common property line with the
property to the east. The abandonment cost is estimated to be $26,000 if the subject lot were
available for open trench sewer pipe installation.
. Allows for the looping ofwatermain through this right-of-way to provide another water source to
the River Pines subdivision.

City Engineer Jankowski advised acquisition of this' property and the installation of the connecting
roadway would present a number of issues which need to be addressed.
. Removal of the existing residence - There would be several options to be considered for the
removal of the structure on this site. Mr. Jankowski reviewed the following summary of
potential options and costs associated with the options:

Option 1
Buy property:
Sell house to mover:
Remove foundation:
Construct roadway:
Total Cost:

Option 2
Buy property:
Raze house & foundation:
Construct roadway:
Total Cost:

Option 3
Buy property:
Purchase new lot:
Relocate house:
Remove foundation:
New foundation & utilities:
Sell relocated house:
Construct roadway:
Total Cost:

$283,000
(5,000)
5,000
26,000
$309,000

$283,000
10,000
26,000
$319,000

$283,000
75,000
20,000
5,000
20,000
(250,000)
26,000
$179,000

City Engineer Jankowski advised with Option 3 he looked for a short move due to the cost;
Silver Oaks was the most logical choice, and there are many lots open there. However, in talking
to representatives at Centex, they felt their covenants would restrict that, so a lot there is not
available. Oakwood Development has three lots available in the Alpine Woods subdivision.
Lots in Alpine Woods range from $75,900 up to $82,000. The quote received for moving the
house was in the range of $26,000 to $30,000, rather than the $20,000 included in the above
calculations. The total estimated cost of Option 3 is in the range of $179,000. With this option
there is a fair amount of effort on the City's part, as well as some risk in trying to sell the house.

Public Works Committee / January 16, 2007
Page 3 of 13
