CASE <br /> <br />AUTHORIZE COMMUNITY-BUILT PLAYGROUND DISPLAY <br />AT THE BUSINESS APPRECIATION DAY EVENT <br /> By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />The City Administrator's report of July 17, 1998, contained the Park and Recreation <br />Commission's draft Five Year C.I.P. An item in the narrative spoke of a $48,000 expenditure for <br />a community-built playground at Central Park. As the ledger details, this could be funded by a <br />$20,000 general fund expenditure, paired with a $4,000 lawful gambling expenditure to provide <br />for a desired match of $24,000 in non-city moneys. The intent of this case is to request <br />authorization to begin talking about the project prior to actual C.I.P. approval. <br /> <br />Observations: <br /> <br />A goal of this project would not only be to target $24,000 in cash donations, but also to have the <br />majority of the playground installation occur via volunteers. The net effect would be a play <br />structure of about $60,000 in value, for a one-time taxpayer supported contribution of about $12 <br />per household. <br /> <br />In discussing this project, the Commission noted a long list of potential partners in this <br />community project. Our business community was one of the groups to offer the opportunity to <br />participate in this project. It is, for this reason, that it seemed logical to have a display, <br />prompting discussion in a community-built playground at the Business Appreciation Day event. <br />Positive reaction to the project could assist the Finance Committee in their evaluation of the <br />Parks C.I.P. later this year.
