City Council Highlights - August 10, 2026 Councilmembers in attendance were Michael Olson, Eric Peters, Kirsten Buscher, Chris Riley, Ryan Heineman, and Dan Specht. Citizen Input A community member approached the Council to ask whether there is a way to slow vehicle traffic entering Elmcrest Park before someone is hurt by excessive speed in the area. Police Chief Bluml offered a couple of ideas to curb speeding and educate drivers. Staff is also exploring other options for future consideration. Consent Agenda The City Council unanimously passed 9 Consent Agenda items. Public Hearing Approve Wine On -Sale Liquor License (includes Strong Beer & Sunday Sales) for In the Game MN, LLC located at 8500 Bunker Lake Blvd, NW, Suite #100, Ramsey, MN 55303. Community Development Director Stephanie Hanson noted that the liquor license would be for strong beer and wine, with Sunday sales and that the police chief has approved the business's background check. The City Council unanimously passed the motion. Council Business included four cases. The first case was to adopt Ordinance #26-13 amending 2026 Schedule of Rates, Fees and Charges for Hydrant Meter Rental Program. Public Works Director Westby explained that before the water treatment plant was completed, staff opposed contractors' use of hydrants due to potential sediment issues and complaints about rusty water. Now, with improved water quality, a meter rental and fee program is feasible. The City Council unanimously passed the motion. The second case was to introduce Ordinance #26-17, amending Chapter 106 (Zoning Code) regarding Uses in the COR Zoning Districts. Planning Manager Todd Larson explained that the COR Framework included confusing and contradictory language, some of which was moved to the Zoning Code for clarity. During review, they found sections that needed to be amended for consistency. The City Council unanimously passed the motion. The third case was to introduce Ordinance #26-11 amending Chapters 30 (Nuisances) and 106 (Zoning Code) of City Code Related to Managed Natural Landscapes. Planning Manager Todd Larson noted that Ramsey has allowed managed natural landscapes for about 15 years, and most are in good condition. The current City Code requires submission of a plan but provides no clear details on the process, next steps, or enforcement. The City Council unanimously passed the motion. The last case was to adopt Ordinance #26-15 amending Chapter 22 - Fire Prevention and Protection. Community Development Director Stephanie Hanson brought to Council's attention that the current City ordinance is two Minnesota State Code amendments behind, as adopted by the Minnesota State Fire Marshal, and that the City ordinance should be aligned.
