F ~..CASE # I <br /> <br /> CONSIDER REVISIONS TO <br /> FACILITIES USE POLICY <br /> William K. Goodrich <br />Linda Waite Smith, Administrative Services Manager <br /> <br />Background: <br /> <br />On September 27, 1994, the City Council adopted a Facility Use and Rental Policy for <br />the Municipal Center and Park Center buildings. A copy of that policy is attached. <br /> <br />Requests to use space, especially in the Municipal Center/City Hall, have mushroomed <br />during the past year. The type of requests has also changed and staff needs clarification <br />on what City Council deems to be appropriate use of municipal space. <br /> <br />Observations: <br /> <br />State Statute 624.72 authorizes cities to establish and enforce rules regulating the use of <br />facilities under their supervision. <br /> <br />The current policy contains four categories of priority use: <br /> <br />1. Govermnental Functions <br /> <br />2. Organized Groups (public service type) <br /> <br />3. General Public <br /> <br />4. Church or Religious Organizations <br /> <br />The first two categories are not problematic. The second two, however, are too vague to <br />provide guidance in dealing with the requests being received. Also, it appears that there <br />is inconsistent application of the current policy. <br /> <br />General Public <br /> <br />The policy specifies that the general public may not use the Municipal Center lower level <br />south, commonly referred to as the Seniors' Area because it was built and furnished for <br />senior citizens using CDBG funds. For at least the past three years, that space has been <br />rented to community groups, despite the policy. Staff is trying to confirm with CDBG <br />officials whether or not the restriction is still in force. <br /> <br /> <br />
