Environmental Policy Board / July 20, 2026 Page 2 of 3 5.01: Consider the Natural Resources Aspects of a Minor Plat and Site Plan for Wildlife Research Center, Inc. (Project No. 26-108); Case of Wildlife Research Center, Inc. Senior Planner Anderson presented the staff report. He stated that the City has received a Land Use Application from Wildlife Research Center, Inc. for a Minor Plat and Site Plan for the property at 14485 Azurite Street NW. The City currently owns a vacant parcel east of the subject property that the applicant will be purchasing as part of this project. The Minor Plat will combine the subject property and this vacant parcel into a single parcel so that the applicant can construct both a 36,000 square foot addition to their existing building, as well as a stand-alone storage building that will be 13,500 square feet in size. Chairperson Fetterley asked if the drainage area is required to increase in size. Senior Planner Anderson explained that the current ponding is based on the existing development. He noted that the proposed increase in size would accommodate the additional development on the site and would also address infiltration, which was not a requirement when the original development occurred. Board Member Hagerty asked for more information on the restitution and how that is used. Senior Planner Anderson explained that those funds go into the community forestry fund, which is then utilized to replant trees throughout the community. Board Member Hagerty asked for information on the allowed impervious surface for a lot. Senior Planner Anderson commented that this proposal would not exceed the allowance for impervious surface or building footprint. Motion by Board Member Bernard and seconded by Board Member Hagerty to recommend approval of the natural resources aspects of this project, contingent upon compliance with staff’s review comments. Motion carried. Voting Yes: Chairperson Fetterley, Board Member Bernard, Hagerty, Houts, and Salami. Voting No: None. Absent: Board Member Burgess and Payne. 5.02: Environmental Policy Board Participation at the Farmers Market Senior Planner Anderson presented the staff report. He stated that the purpose of this case is to solidify the date that the EBP will staff a table at the Farmers Market this summer. Based on responses from members, it appears that August 11, 2026, is the date that works for most members. He reviewed items he would have available at the booth. Board Member Hagerty asked if there were any rain barrels available. Senior Planner Anderson provided background information on the rain barrels that were previously available but stated that there are currently none available. He commented that there are two weed wrenches that are available for rental, and perhaps they could have one of those at the table to make residents more aware of the rental program. He recommended that the Board work in shifts.
