5. 7.
CC Regular Session
Meeting Date:
Primary Strategic Plan Initiative:
08/25/2026
Identify and implement operational efficiencies, cost savings and additional
funding sources.
Title:
Adopt Resolution #26-184 accepting an awarded Drinking Water Protection Grant for Well #7 from the
Minnesota Department of Health.
Purpose/Background:
Numerous repairs are proposed for municipal water supply well #7 as follows.
The check valve at the bottom of the well has failed allowing a mixture of water from multiple wells to flow back
down well #7's pipe when it is not running. Staff proposes to pull the well and replace the check valve to stop
this from occurring.
While the well is pulled, staff also proposes to replace the well pump and motor. It was tested by 3 well
companies and found to have a short to ground, which means the internal windings on the motor are shorted.
Staff also proposes to de -rate the pump. Previously, the well pushed against water tower pressure (around 75
PSI), now it pushes to the WTP under only 11 PSI. De -rating of the well pump will allow us to run at full capacity
under less pressure.
While the well is pulled, we will also have the casing wire brushed and televised, checking the casing for cracks or
defects.
Funding Source:
The repairs to Municipal Well #7 outlined within this case will amount to $48,800, of which $19,250 is eligible
for Drinking Water Protection Grant funds, including a 50-percent local match. The local match of $9,625, plus
the remaining $29,550, will be paid from the City's Water Fund.
To accept the awarded grant funds of $9,625, the City of Ramsey must enter into a Water Protection Grant
Agreement with the Department of Health.
Recommendation:
Staff recommends adopting Resolution #26-184 authorizing the Public Works Director to sign the grant agreement
with the Department of Health accepting the $9,625 Drinking Water Protection Grant awarded for Well #7.
Outcome/Action:
Adopt Resolution #26-184 accepting an awarded Drinking Water Protection Grant for Well #7 from the
Minnesota Department of Health.
Resolution
Attachments
Form Review
