Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #26-189 <br />RESOLUTION APPROVING PARTIAL PAYMENT No. 1 TO NORTH VALLEY, INC. FOR <br />PAVEMENT SKIM PATCHING, MAINTENANCE PROJECT #26-53 <br />and <br />WHEREAS, numerous public streets in the City of Ramsey require pavement patching; <br />WHEREAS, a total of 3.36 miles of public streets are recommended for skim patching in <br />2026; and <br />WHEREAS, the City of Ramsey adopted a budget for 2026 including $650,000 to <br />maintain bituminous pavement on numerous public street segments in support of the City's <br />Pavement Management Program; and <br />WHEREAS, pursuant to Ramsey City Council Resolution #26-101 adopted May 12, 2026, <br />the City Council approved plans and specifications and authorized advertisements for bids for <br />Maintenance Project #26-53, 2026 Pavement Skim Patching; and <br />WHEREAS, bids were advertised in the Anoka County Union Herald on Friday May 15, <br />and Friday May 22, 2026; and <br />WHEREAS, pursuant to Ramsey City Council Resolution #26-145, adopted June 231d, 2026, <br />a contract was awarded to North Valley, Inc. ofNowthen, Minnesota in the amount of $243,173.74 for said <br />improvements; and <br />WHEREAS, as of August 25, 2026 $0.00 has been paid to date; and <br />WHEREAS, the Senior Engineering Technician has inspected the completed work and <br />recommends partial payment No. 1 to North Valley, Inc. ofNowthen, Minnesota, for Maintenance Project <br />#26-53, 2026 Pavement Skim Patching, in the amount of $135,865.12. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) The City Council hereby authorizes partial payment No. 1 to North Valley, Inc. of Nowthen, <br />Minnesota for for Maintenance Project #26-53, 2026 Pavement Skim Patching, in the amount <br />of $135,865.12. <br />2) The City Council hereby authorizes the Mayor and City Administrator to sign the release form for <br />this payment. <br />3) The total amount of this payment is not included in resolutions approving payment of bills for the <br />day of August 25, 2026. <br />
