3. PRESENTATIONS <br />None. <br />4. CITIZEN INPUT <br />Mr. Jim Gutsweiler, 16651 Quicksilver Street, Ramsey, expressed concern about excessive <br />vehicle speeds on the narrow roadway leading to Elmcrest Park, particularly during soccer <br />activities and private events when traffic and pedestrian use increase. He noted that the road is <br />also used by bicyclists, scooters, horses, ATVs, and pedestrians, creating a potential safety <br />hazard when motorists travel too quickly. He asked the City to consider additional enforcement <br />and temporary or removable speed bumps during the busier summer months, recognizing that <br />permanent speed bumps could interfere with winter maintenance. <br />Mr. Venyamin Pilipchuck and his son Mark supported the concerns regarding speeding near <br />Elmcrest Park and described nearly being struck by a vehicle while bicycling with his wife. He <br />noted that curves near the park entrance and building restrict visibility and expressed particular <br />concern about motorists speeding or appearing to race during large private events. <br />Police Chief Bluml thanked the residents for bringing the issue forward and outlined several <br />possible enforcement measures. He suggested placing the City's speed trailer in the area to <br />collect speed data and remind motorists of their speed, directing additional patrols to the area <br />during scheduled park events, and adding the location to the Depaitinent's roll call logbook for <br />extra patrols. He also noted that residents may request the speed trailer through the Police <br />Department's webpage and offered to continue working with them regarding the concerns. <br />5.
