Councilmember introduced the following resolution and moved for its adoption:

<br />RESOLUTION ACCEPTING BIDS AND AWARDING CONTRACT FOR 2026 MSA PAVEMENT
<br />OVERLAY IMPROVEMENTS, IMPROVEMENT PROJECT #26-02
<br />WHEREAS, the City of Ramsey proposes to overlay the pavement on numerous Municipal State
<br />Aid (MSA) street segments in 2026 as identified within the 2026 — 2035 Capital Improvement Plan; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-082, adopted April 22, 2025, the
<br />City Council accepted and awarded the proposal to Hakanson Anderson for topographic survey and wetland
<br />boundary determination of the project area in the total amount of $5,560.00; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-101, adopted May 13, 2025, the
<br />City Council accepted and awarded the proposal to Independent Testing Technologies, Inc. for geotechnical
<br />survey of the project area in the amount of $5,430.00; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #25-136, adopted June 24, 2025, the
<br />City Council order the City Engineer to prepare plans and specifications for 2026 MSA Pavement Overlay
<br />Improvements, Improvement Project #26-02; and
<br />WHEREAS, pursuant to Ramsey City Council Resolution #26-160, adopted July 14, 2026, City
<br />Council approved final plans and specifications as prepared by the City Engineer and authorized
<br />advertisement for bids for the same improvements; and
<br />WHEREAS, bids were advertised in the Anoka Union Herald on Friday July 17, and Friday July
<br />24, 2026; and
<br />WHEREAS, four (4) bids were received, opened and tabulated on August 17, 2026, and the
<br />following bids were found to comply with the approved plans and specifications and advertisement for bids;

<br />WHEREAS, the bid of North Valley, Inc. in the amount of $1,129,093.12 for the total bid for
<br />construction of the improvements in accordance with the approved plans and specifications and
<br />advertisement for bids, is the lowest responsible bidder and their bid shall be and hereby accepted.
<br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
<br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA:
<br />1) The Mayor and City Administrator are hereby authorized and directed to enter into a contract with
<br />said bidder for the construction of said improvements for and on behalf of the City of Ramsey.
<br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember and
<br />upon vote being taken thereon, the following voted in favor thereof:
