CC Regular Session
Meeting Date:
08/25/2026
Primary Strategic Plan Initiative: Promote economic growth and development.
7. 3.
Title:
Adopt Ordinance #26-17 Amending Chapter 106 (Zoning Code) Pertaining to Uses in the COR Zoning Districts
Purpose/Background:
Currently, regulations regarding development in the COR zoning districts are split between two documents —City
Code Chapter 106 (Zoning Code) and The COR Design Framework. The COR Design Framework is a document
that was adopted in 2012 that mixes aspirational visions and regulatory language for the COR. It is a document
that is not easily accessible or understood by developers, architects, and engineers proposing projects in the
COR. When the Zoning Code was updated in 2023, the subdistricts were taken out of the Framework and added
to the official Zoning Map for ease of use as well as updating.
Staff and the Planning Commission are working on a project that will transfer all the remaining regulatory
language out of the Framework and place it in the Zoning Code so that it is easily accessible. Additionally, this
project will clean up various conflicts and ambiguities. The Planning Commission is still working on the majority
of this project. They did, however, recommend moving a portion of it forward —updating the use table —as there
is a veterinary business looking to receive a building permit for a space in the COR-2a Subdistrict. The Use Table
in Section 106-621 currently has a shorter list of business types than the correlating table in the business section
(the B- and I- districts). The process of updating the COR Use Table compared it to that of the Business Use
Table (Section 106-521) and several lines were brought over for consistency. This update will allow the proposed
veterinary clinic, which is allowed in a similar setting zoned B-2 or B-3, to be allowed in COR-2a.
The proposed changes align these regulations in the table with the aspirational vision in the Framework. The
proposed use table also allows various business types within COR-4c residential/business mixed -use structures
(ie, Roers) that was previously not addressed. It also fixes a typo under schools and gains consistency with the
various assembly -based uses.
Notification:
Notification was provided in the July 10 Anoka Union Herald Newspaper.
Recommendation:
At its meeting on July 23, the Planning Commission recommended approval of the Code Amendment.
Outcome/Action:
Motion to adopt Ordinance #26-17 Amending Chapter 106 (Zoning Code) Pertaining to Uses in the COR Zoning
Districts
Roll Call Vote
Ordinance #26-17 COR Uses
Attachments
Form Review
