There was substantial discussion regarding the size threshold that would be exempt from requiring a management
plan. As drafted, a Managed Natural Landscape of 100 square feet or less (think a small rain garden or a
pollinator pocket garden) would be exempt from requiring a management plan. The Planning Commission
discussed ideas such as tying it to a percentage of lot size or allowing an additional 100 square foot exemption for
each full acre of property. However, ultimately, the Planning Commission supported the Ordinance, as drafted,
by a 6-1 vote.
The City Council introduced Ordinance #26-11 at their August 10, 2026, meeting and it is now eligible for
adoption.
Funding Source:
This case is being handled as part of Staffs regular duties.
Recommendation:
The Environmental Policy Board and Planning Commission recommend adopting Ordinance #26-11.
Outcome/Action:
Motion to adopt Ordinance #26-11 Amending Chapter 30 (Nuisances) and Chapter 106 (Zoning Code)
Roll Call Vote
Councilmember Specht
Councilmember Buscher
Councilmeber Olson
Councilmember Stewart
Councilmember Peters
Councilmember Riley
Mayor Heineman
Attachments
Ordinance #26-11
Application Packet
MN State Statute 412.925
Draft Planning Commission Meeting Minutes Dated July 23, 2026
City Council Draft Meeting Minutes Dated August 10, 2026
Form Review
Inbox Reviewed By Date
Brian Hagen Brian Hagen 08/20/2026 01:12 PM
Form Started By: Chris Anderson Started On: 08/18/2026 08:59 AM
Final Approval Date: 08/20/2026
