Councilmember Riley introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #26-195 <br /> <br />RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING <br />ADVERTISEMENT FOR BIDS FOR 2026 MSA PAVEMENT OVERLAY <br />IMPROVEMENTS, IMPROVEMENT PROJECT #26-02 <br /> <br />WHEREAS, the City of Ramsey proposes to overlay the pavement on numerous <br />Municipal State Aid (MSA) street segments in 2026 as identified within the 2026 – 2035 Capital <br />Improvement Plan; and <br /> <br />WHEREAS, pursuant to Ramsey City Council Resolution #25-082, adopted April 22, <br />2025, the City Council accepted and awarded the proposal to Hakanson Anderson for topographic <br />survey and wetland boundary determination of the project area in the total amount of $5,560.00; <br />and <br /> <br />WHEREAS, pursuant to Ramsey City Council Resolution #25-101, adopted May 13, <br />2025, the City Council accepted and awarded the proposal to Independent Testing Technologies, <br />Inc. for geotechnical survey of the project area in the amount of $5,430.00; and <br /> <br />WHEREAS, pursuant to Ramsey City Council Resolution #25-136, adopted June 24, <br />2025, the City Council order the City Engineer to prepare plans and specifications for 2026 MSA <br />Pavement Overlay Improvements, Improvement Project #26-02; and <br /> <br />WHEREAS, pursuant to Ramsey City Council Resolution #26-160, adopted July 14, <br />2026, City Council approved final plans and specifications as prepared by the City Engineer and <br />authorized advertisement for bids for the same improvements; and <br /> <br />WHEREAS, bids were advertised in the Anoka Union Herald on Friday July 17, and <br />Friday July 24, 2026; and <br /> <br />WHEREAS, four (4) bids were received, opened and tabulated on August 17, 2026, and <br />the following bids were found to comply with the approved plans and specifications and <br />advertisement for bids; and <br /> <br />Contractor Total Bid <br />North Valley, Inc. $1,129,093.12 <br />Knife River Corporation – North Central $1,222,652.30 <br />Park Construction Company $1,237,145.67 <br />GMH Asphalt Corporation $1,285,629.12 <br /> <br />WHEREAS, the bid of North Valley, Inc. in the amount of $1,129,093.12 for the total bid <br />for construction of the improvements in accordance with the approved plans and specifications <br />and advertisement for bids, is the lowest responsible bidder and their bid shall be and hereby <br />accepted. <br />
