<br />CASE # <br /> <br />~ <br /> <br />AWARD CONTRACT FOR 2008 COMPREHENSIVE PLAN UPDATE; <br />CASE OF CITY OF RAMSEY <br />By: Sylvia Frolik, Asst. Community Development Director <br /> <br />Background: <br /> <br />As you know, the Metropolitan Council requires communities to update their <br />Comprehensive Plans every 10 years, and the next update deadline is 2008. The City of <br />Ramsey was awarded $29,000 in Community Development Block Grant (CDBG) funds <br />for the 2006 funding year. The funds were received for the purpose of engaging the <br />services of professional consultants to assist with development of the 2008 <br />Comprehensive Plan. Additional money was included in the 2007 City general fund <br />budget to cover the costs to update the Comprehensive Plan in excess ofthe 29,000. <br /> <br />Observations: <br /> <br />On December 28,2006, City Staff presented a draft Request For Proposal (RFP) to solicit <br />proposals for a consultant to assist the City with the 2008 Comprehensive Plan Update. <br />The City Council approved the RFP and directed City Staff to advertise for proposals. <br /> <br />The City received nine (9) proposals for the Comprehensive Plan Update. City Staff <br />, reviewed the proposals and narrowed the field to the following top 4 candidates: <br /> <br />Firm <br />McCombs Frank Roos Associates <br />TIillA <br />Landform <br />DSU/Bonestroo <br /> <br />Amount <br />$75,048 <br />$110,510 <br />$83,836 <br />$83,300 <br /> <br />A subcommittee of 3 Councilmembers (Strommen, Elvig, Jeffrey) and 3 Planning <br />Commissioners (Cleveland, Hunt, and Trites-Rolle) interviewed the 4 top candidates. <br /> <br />By a majority consensus, the subcommittee directed City Staff to prepare a Council case <br />to award the contract to DSU/Bonestroo. The subcommittee also recommended that <br />DSU address two additional items in the proposed agreement: a) Potential conflict of <br />interest relating to their contracts with the City of Dayton and Joe Nathe, property owner <br />south side of Highway # 1 0 in the vicinity of the future Mississippi River bridge crossing; <br />and b) flexibility to negotiate additional public participation elements to the agreement. <br /> <br />-101- <br />
