<br />Basic Services <br /> <br />Consultant will use a five-phase process as a framework for the comprehensive planning process, working with a task force to <br />be appointed by the City Council. The attached Process Diagram shows the phases in more detail. <br /> <br />Phase I: Inventory and Analysis <br />This phase initiates the process with City staff, including gathering and summarizing information, and preparing a draft <br />background report. <br /> <br />1.1: Initiation Meeting <br />We will meet with City staff to initiate the process and outline roles, responsibilities, and timelines for the planning process. <br /> <br />1.2: Data Collection and Analysis <br />Data will be collected and analyzed from the following areas: <br />· Existing and Future Land Use <br />· Transportation <br />· Environmental Resources <br />· Economic Development <br />· Public Facilities <br />· Intergovernmental Coordination <br /> <br />1.3: Report Summaries <br />The following previous plans will be summarized for inclusion in the final Plan: <br />· Master Housing Plan <br />· Comprehensive Sewer Plan <br />· Comprehensive Water Plan <br />· Park and Trail Plan <br />· Central Rural Reserve Study <br />· Natural Resources Inventory <br />· Capital Improvement Plan <br />· Open Space/Greenway Plan <br /> <br />1.4: Background Report <br />A Background Report will be prepared summarizing the collected information noted above. <br /> <br />Deliverable: Draft Background Report of data and existing studies. <br /> <br />1.5: Task Force Meeting - Background Report <br />We will facilitate a task force meeting to present the Background Report and collect input. <br /> <br />1.6: PC/CC Workshop Meeting - Background Report <br />We will facilitate a joint Planning Commission and City Council Workshop to present the Background Report and collect input. <br />The process will only move to Phase 2 once approval of the Background Report has been given by the City Council. <br /> <br />Deliverable: Final Background Report. <br /> <br />Phase 2: Ramsey 3 Process <br />2.1: Ramsey 3 Process Participation <br />We will participate in five meetings* identified in the Ramsey 3 process in late February, March, April, and May 2007 to <br />understand the process, hear firsthand the information and comments generated. and offer professional assistance and insight <br />where appropriate.
