<br />CASE # ~ <br /> <br />CONSIDER MODIFICATIONS TO THE MUNICIPAL STATE AID SYSTEM <br />By: Steven Jankowski, City Engineer <br /> <br />Background: <br /> <br />The municipal state aid system consists of collector roadways which are designated by <br />the City and approved by MnDOT to be a part ofthe system. These roadways become <br />eligible for funding from state gas tax revenues for both construction and maintenance. In <br />2007 the City will receive $858,449 as its total annual allocation which is an increase of <br />$109,539 over the allocation received in 2006. <br /> <br />The amount the City receives each year is dependant upon population and the estimated <br />amount of dollars needed to bring the designated MSA system up to system standards. <br />Hence, a newly constructed roadway will generate no needs dollars while a nonexistent <br />roadway designated for future construction will generate considerable needs dollars. The <br />needs for each City participating in the program are submitted annually to MnDOT and <br />the amount of needs dollars are divided proportionally. In 2006 participating cities <br />received $15.19 per $COOO of documented need. . <br /> <br />Cities are allowed to designate up to 20% of the system mileage as MSA routes, and with <br />the construction of 2.96 miles of new roadway in 2006 the City now has the potential to <br />add 1.55 miles to its MSA system. New segments must start and terminate on the existing <br />system and MnDot must agree to the reasonableness to any proposed changes to the <br />MSAS. <br /> <br />Staffwould like to review the existing system with the Committee and propose the <br />addition ofa new segment which would consist of 173rd Avenue (County Highway 63) <br />between Armstrong Blvd and Variolite Street to the City's MSA system. See Figure I. <br />This segment is 2.0 miles long and is presently a County roadway; however it is <br />scheduled to be turned over to the City. In order to have sufficient mileage available to <br />be able to add this segment in will be necessary to remove 0.45 miles from our current <br />system. An opportunity to obtain this needed mileage is available by removing this <br />amount of mileage by revoking the MSA designations on portions of 142nd Avenue and <br />Traprock Street. See Figure 2. This route has been a MSA route since the 1980's, but is <br />no longer consistent with the Comprehensive Plan since this route runs through what is <br />now planned to be a regional County Park. The revised segment shown on Figure 2 for <br />this area has this segment reconnecting to Riverdale Drive through the Outlot formerly <br />reserved for the Mississippi Bridge Crossing. Following the changes proposed by staff <br />which are illustrated in Figures 1 & 2 the City will have 0.15 miles available for <br />designation. <br /> <br />With the approval of the Committee and the City Council these proposed revisions will <br />be submitted to the State Aid for Local Transportation department ofMnDOT for review <br />and comment. It will be necessary for the City Council to pass a formal resolution <br /> <br />-177- <br />
