Commissioner Rolfe stated the landscaping plan should provide for proper and full reforestation <br />and the Homeowner's by laws should provide for anything that dies. He asked what should <br />happen with shrubs when they die sooner than trees. <br />Mr. Peterson responded the Homeowners' Association typically changes the shrubs to new ones. <br />He offered to consider whether this should be added to the Association's by-laws. <br />Parks/Utilities Supervisor Boos noted there hasn't been a problem with established landscapes. <br />He explained he asked the above questions because townhomes are relatively new to Ramsey <br />and it is helpful to cover everything in the beginning. <br />Motion by Commissioner Rolfe, seconded by Commissioner LaMere to recommend the Planning <br />Commission consider preliminary plat approval with cash payment contingent on the developer <br />resubmitting an acceptable recreational plan to be approved at the May 9 Park and Recreation <br />Commission meeting including: <br />1. Provide trail along Alpine Drive <br />2. developer to satisfy Trail Fee with cash <br />3. developer to satisfy Park Dedication fee with cash <br />4. Provide passive recreational area in the open space as discussed with Staff <br />Motion carried. Voting Yes: Vice Chair Johns, Commissioners LaMere, Olds, Rolfe, and <br />Shryock. Voting No: None. Absent: Chairperson Cook, Commissioner Ostrum. <br />Case #3: Provide General Park Dedication Recommendation for Wildlife Sanctuary <br />2nd Addition <br />Parks/Utilities Supervisor Boos explained this single family home property is 32 acres in size <br />and is served by utilities. He said when the Park and Recreation Commission discussed this <br />project 2 years ago, the recommendation was that cash be provided, as well as a trail along T.H. <br />#47. He stated the Commission may choose to have the trails in the front of the homes rather <br />than the back. The trail would be entirely out of T.H. #47 limits, but parallel to it. He noted an <br />outlot is preserved in Apple Ridge for this. The developer is required to submit a grading plan. <br />He noted one of the trail design requirements is to not exceed 5 percent in grade. <br />John Peterson, applicant, stated he agreed with the proposed Staff plan. <br />Parks/Utilities Supervisor Boos indicated some Park Dedication will be required and some <br />easement will be necessary from a neighboring park. He added that the adjacent plats are close <br />in timing for development, and interrelated. He said there is some momentum to have the <br />developers collaborate on all issues. <br />Commissioner Rolfe pointed out this subdivision is 60 acres, and the subdivisions around it are <br />40 to 60 acres, and it is approaching 160 acres being developed as suburban.
