Parks/Utilities Supervisor Boos noted this project was reviewed as a sketch plan during December's meeting. The consensus at that time was the developer should identify an area of open space within the plat. However, the Park and Trail Plan does not show land or trail needs in the vicinity of the plat. Therefore, Staff is recommending Park Dedication consist of a cash contribution of $71,400. Trail Fees would be $16,800. He explained the Planning Commission recommended preliminary plat approval with changes to the cul-de-sac that goes to the south. The recommendation was the cul-de-sac should go down to the end, and additional landscaping should be added. It was also recommended the applicant request a variance for the street length from the Board of Adjustment. He noted the Parks Commission requested some type of private recreational component to this subdivision. Commissioner Rolfe questioned whether sidewalks will be added. Parks/Utilities Supervisor Boos answered they would go in as a Stage one improvement. Commissioner Rolfe asked where the amenities would be placed if they were requested. Vice Chair responded there is a trail along T.H. #47 with landscaping. Parks/Utilities Supervisor Boos suggested the stormwater pond could serve as aesthetic purposes. The Park and Recreation Commission's recommendation could be consistent with others that the developer identify private recreational opportunities as part of the final plat. Commissioner Rolfe suggested providing a way to access the stormwater pond and greenspace. Vice Chair Johns inquired whether the trail along 153rd goes all the way up to the greenspace. Parks/Utilities Supervisor Boos answered it does. He further noted the developer must provide a sound study, and per similar completed studies, trees do not qualify as an adequate barrier. Vice Chair Johns asked how the sound wall would impact the trail needs, and whether more easement would be needed. Parks/Utilities Supervisor Boos stated he hadn't studied that and offered to research the question. Motion by Commissioner Rolfe, seconded by Commissioner LaMere to approve the preliminary plat, with Park Dedication and Trail Fees consisting of cash, and the developer be required to provide the City with a trail easement parallel with T.H. #47 in a recordable form. Parks/Utilities Supervisor Boos noted there have been many changes since the Commission last discussed this case in December and January. The private recreational space may be adequate for some townhome complexes. He also mentioned it was helpful to hear the developer's proposals at the meetings in December and January.
