Case #1: Recommend Park Dedication for Tiger Meadows Parks/Utilities Supervisor Boos explained Tiger Meadows sketch plan is proposing to plat 12- single family 2.5 acre parcels on the property located east of Tiger Street and east of Armstrong Boulevard. He presented the Planning Commission case, which included the site location map and proposed sketch plan. Parks/Utilities Supervisor Boos explained primary discussions between the developer and the City have been regarding the need to provide for a secondary access to the plat and provide a second access to the existing Autumn Meadows addition, the single family residential development located to the east of the proposed plat. Parks/Utilities Supervisor Boos reviewed the options for a secondary access to the plat with the Commission. He stated a cash only Park Dedication would be $19,000, with a cash only Trail Fee at $5,225. He suggested the Parks Commission may wish to discuss improvements to Autumn Heights Park utilizing a portion of the above proceeds. Parks/Utilities Supervisor Boos asked in absence of a trail plan, do they recommend a trail to be constructed along County Road 83 consistent with past practice even though there is not a trail in the area. Commissioner Rolfe inquired if Tiger Street was an MSA (Municipal Stated Aid) street. Park/Utilities Supervisor Boos indicated he did not know the answer but he believed it might not be. Commissioner Olds asked if they did construct a trail along Tiger Street, continuing along the park along Armstrong Boulevard, what would happen at the existing property which is not in the plat. Parks/Utilities Supervisor Boos stated he did not know that they would want to go around the back of it but they could shift into the road right-of-way. Chairperson Johns inquired if there was any blacktop trails to the southeast of Nutria. Park/Utilities Supervisor Boos stated there was not any pavement there. He explained what was unique about the Autumn Heights Park development was that each lot had park property adjacent to it. Chairperson Johns indicated that she meant to ask if they had trails on these areas. Parks/Utilities Supervisor Boos stated there was not a trail but the City did own the land for future trails, however the strips of land are quite narrow. Chairperson Johns commented that she would have to imagine that Armstrong would need a trail because it is an important link.
