Commission wanted to add to the plan, it needed to be added now and it would be forwarded to <br />the developer. <br />Chairperson Johns commented she felt the concept plan was given as a starting point and that the <br />Commission should add things they desire. <br />Parks/Utilities Supervisor Boos stated the developer did a good job with the concept plan. <br />Chairperson Johns commented she would like to see a decent sized shelter for picnics, etc. <br />Commissioner Olds stated he would like to see some goose mitigation. <br />Commissioner Ostrum commented the large open field would be a good location for a large <br />shelter. <br />Parks/Utilities Supervisor Boos explained the Commission should identify the best location for <br />the shelter and other wanted items. <br />Commissioner Olds suggested they incorporate a decorative fountain in the downtown area. <br />Commissioner Ostrum suggested the developer place a play fountain for kids similar to the one <br />they have had at the state fair and he also stated he opposes neighborhood recreational parks. <br />Chairperson Johns questioned if there is a recommendation from the school and what they would <br />want. <br />Parks/Utilities Supervisor stated the City is still working on a joint powers agreement with the <br />school. <br />Chairperson Johns directed the Commissioners to add things they would like to see on the <br />concept plan and highlight them for the July 30, 2003 meeting. <br />No action was necessary. <br />Case #3: Recommend use of park dedication for Tiger Meadows Subdivision. <br />Parks/Utilities Supervisor Boos presented the draft July Planning Commission case relating to <br />the Tiger Meadows Subdivision, which the Park and Recreation Commission reviewed a sketch <br />plan for on April 10, 2003. The Commission recommended park dedication requirements be <br />satisfied through a cash payment and the developer would construct a trail along Armstrong <br />Boulevard from Tiger Street to 167th Avenue. The City Council reviewed and approved the <br />preliminary plat for Tiger Meadows on June 24, 2003 and directed staff to provide a needed <br />access to Autumn Heights Park from both Rabbit and Nutria Streets. Staff recommended that the <br />$19,800 in park dedication fees collected from Tiger Meadows subdivision be credited towards <br />the estimated $20,627 cost to install parking lot and access improvements to Autumn Heights <br />Park. <br />Park and Recreation Commission/July 10, 2003 <br />Page 3 of 5 <br />
