Motion by Commissioner Shryock, seconded by Commissioner Olds to continue on with negations for the preservation of the Trott Brook area and if all else fails that the area be a future concern with future subdivision and allow for the cash payment of park dedication for this one lot subdivision. Motion carried. Voting Yes: Chairperson Johns, Commissioners Shryock, Olds, LaMere, and Lehman. Voting No: None. Absent: Ostrum. Case #2: Recommend Park Dedication for Letendre Addition City Civil Engineer II Linton explained Robert Letendre and Theresa Weibe are requesting preliminary approval to replat two homesteads to create a third buildable lot. The Planning Commission case is attached for reference. The City has the option of cash, land or a combination of cash and land for park dedication. The City's 2003 park dedication fee is $1800 per residential lot; existing homesteads are exempt from park dedication fees. The plat will be subject to the park dedication rate in effect at the time of final plat approval. Park dedication fees must be paid prior to the City releasing the plat for recording at Anoka County. The City has established a trail development fee at a rate of $475 per unit; existing homesteads are exempt from this fee. The plat will be subject to the trail fee in effect at the time of final plat approval. This feed must be paid prior to the City releasing the mylars for recording. Commissioner Olds asked how they started with 17 acres and then ended up with 17.2 acres. City Civil Engineer II Linton stated the report was prepared by community services and he would have to defer comment to them. Chairperson Johns asked if this was along Armstrong. City Civil Engineer II Linton explained it was. Discussion between the Commission ensued in regards to how much land they wanted set aside. Assistant Public Works Director Olson asked if they wanted a 20-foot corridor in lieu of the $475.00 trail development fee. Chairperson Johns asked if they should have this set aside automatically and then also take cash. Assistant Public Works Director Olson noted this was a good point. Motion by Commissioner Shryock to accept $1,800 per lot and $475 trail fee and also the 60.73 feet that runs along Armstrong as required trail easement.
