The members decided by consensus that project management would be discussed during the next
meeting. Staff was directed to schedule the city administrator for the next meeting to discu ss his
pending projects that would be transferred to other staff members and to discuss
needs/opportunities, etc., during the transition period and beyond.

The members directed staff to find a speaker who could speak to approach, format, etc. for
finding and appointing interim and/or full-time, regular city administrators.

Topic #2:

Individual Meetings with Department Heads

Each department head met with the Transition Team to discuss current concerns and priorities,
opportunities and interest in the interim or full-time, regular city administrator position.

Police Chief: would like to keep the lines of communication open during the transition period,
therefore, he would like to know who he needs to speak with when he needs something--whether
it's the Transition Team or an interim city administrator.

Finance Director: would like more time to be given to the budget and finance issues during work
sessions with the City Council.

Public Works Director: priority issues for 2007 include the public works reorganization, space
needs and park and recreation needs.

Community Development Director: priority issues for 2007 include Ramsey Town Center,
Ramsey Crossings, Ramsey 3 (grant funds from the McKnight Foundation), the Comprehensive
Plan and the natural resources inventory. Ramsey Town Center and Ramsey Crossings are
interdepartmental projects and will be affected by the transition. The Community Development
Director expressed interest in the interim and full-time, regular city administrator positions.

Assistant City Administrator: major issues/projects-- city administrator leaving, completing new
municipal center, departmental reorganization/two new positions in the 2007 budget. The
Assistant City Administrator expressed interest in serving as interim city administrator. She will
need additional time to determine interest in the full-time, regular city administrator position.

Fire Chief: would like continued, regular communication among department heads during the
transition process and beyond. He would also like a more thorough justification for additional
personnel during the budget process, as well as careful planning for the delivery of public safety
services post development.

ADJOURNMENT

Motion by Councilmember Olson, seconded by Councilmember Strommen, to adjourn the
regular meeting of the Transition Team.

Motion carried.

Transition Team / November 21, 2006
